Release of Funds for Elk River Area
Arts Council
Again this year, the Recreation Department budget includes $5,000 for the
Elk River Area Arts Council. This contribution is consistent with past years
in which the city has provided matching funds to the Arts Council.
Attached is a letter from David Beauvais, Arts Council executive director,
requesting the release of the city's matching funds. Also attached is a
summary of the funds raised through December 4, 1997.
Action Requested
The City Council is asked to consider releasing $5,000 in matching funds to
the Elk River Area Arts Council.

Dear Pat,
Since the first of January, the Elk River Area Arts Council
has raised well over the $5,000 needed for the release of the
matching funds that you have budgeted for us in 1997. Funds are in
need not only for our activities, but to help continue the office
expenses until the theater is able to get back on its feet. Any
additional funds that could be budgeted for the Arts Council would
be helpful.
The Arts council has been active this year with the Strings
for Youth Program, a Children's Art Show, the Arts in the Park
concerts, showing the photos from "A Day in the Life of Elk River"
in downtown Minneapolis, the national juried art show, other art
shows, and participation in the Elk River Heritage Festival.
We will be doing a photo shoot of the Festival which will be
on display in downtown Minneapolis next July to help promote Elk
River and the 1998 Heritage Festival.
We hope that the City will continue to provide funding for our
programs in 1998. Increased opportunities through the Central
Minnesota Arts Board from increased state funding will help us only
if we are able to increase our matching funds. We ask that the
City Council consider returning our funding to $10,000 which was
the amount given ..to the Arts Council in years past. Any funds
beyond the current $5,000 that you can make available to us will be
put to good use in promoting Elk River, raising matching funds from
other sources, and in serving the people of our community.

Total year to date income is $26,774. The additional income
includes monies from fundraisers, copies, and non-local grants.
Other funding has been approved but has not yet been received.
Since last fall, the theater has used the office only for their
last production and has not been able to contribute to the office
rent ($1500 per year). This will require us to raise additional
operating funds. If the city can help offset this need, it would
be greatly appreciated.
