As you may have heard Elk River is attempting to become a Yellow Ribbon City. There
are currently several of these in the state of Minnesota.
Basically, a Yellow Ribbon City is one that tries to identify and assist families who have
military personnel deployed somewhere in the world. In a smaller way it is meant to
assist all veterans.
We have a number of programs and agencies in place to help veterans and military
families in our area. It is a great asset to have many of those services at the Sherburne
County Government Center. The Yellow Ribbon program could simply be directing the
military families to agencies that already exist. It could involve mowing lawn for a family
to referring them to an agency to get financial counseling. It could run the gamut.
There is a Yellow Ribbon steering committee but there are also subcommittees involving
city leadership, public safety, faith-based organizations, veterans groups, civic
organizations, business, social services and education.
I am a member of the steering committee for the city portion. I would like to add other
members to my subcommittee. I would like another council member and a couple of staff
members to join me on this subcommittee. Meeting time for the subcommittee would be
minimal. Hopefully the subcommittee members would be involved in any events held in
connection with Yellow Ribbon.

I have attached a copy of what the minimum service and best practices are for the city
leadership portion of the program. I have underlined some things that I think would be
easy to implement.
I bring this to the Council to make sure you are okay with city participation in this
program. Captain Nierenhausen has volunteered to head the public safety subcommittee.
The challenge will be to identify families who have military personnel deployed. There
was talk of this program including all of Sherburne County but the steering committee
decided to start with just Elk River and then expand when we get it up and rolling.
I will wait for your comments. If I hear nothing I will take that as approval and continue
to move forward.

SUBJECT: Changes to the 201 1 Fall Clean Up Event
Due to changes in fees at the Elk River Landfill, the, environmental department put out a
Request for Proposal (RFP) to area recyclers in order to gauge interest in the possibility of
one vendor offering clean up services. The City would continue to advertise the event. The
RFP was sent to vendors who had participated in Spring clean up events in the past as well
as new vendors who had expressed interest in the past or had requested consideration for
placing bids on future events. A number of recyclers did submit bids for the event.
Unfortunately, there were no vendors capable of offering week long service as had been
offered in the past at the Elk River Landfill. A smaller, two day event is being planned
instead.
Because the winning vendor is providing staff to work the event, anyone may participate in
the event. Residency is not an issue and vouchers will not be required. Participants will
deliver their materials for proper disposal during the hours of the event and "pay at the
door", similar to the way the Spring Clean Up Day is operated. The only expense the City
will incur is minimal staff time to put up signs and open and close the gates at the
Fairgrounds.
The environmental department is coordinating the location, providing signage, and
opening/closing the gates for the vendor. The Sherburne County Fair Board has graciously
offered the use of the fairgrounds as a central location for the event since the Public Works
expansion project will be underway. At this time, the Fall Clean Up Event is scheduled for
Tuesday and Wednesday, October 18 & 19 from 10 a.m. - 6 p.m. at the Sherburne
County Fairgrounds.
The rates for appliances and electronics are the lowest offered in several years, while other
rates have either stayed the same as Spring events (ie: light bulbs) or are lower than the City's
disposal rate at the Landfill. Attached please find the ad for the 2011 Fall Clean Up event, as
well as the ad from 2010 for comparison. Pricing is for this event only.

Rates have changed for Clean Up Week due to constraints with City budgets and staff time. Residents are now being
offered the City's waste disposal rate for Clean Up Week.

SUBJECT: Business Recycling Event, Thursday, October 20th
In conjunction with the Fall Clean Up Event scheduled for Tuesday and Wednesday,
October 18 & 19 from 10 a.m. - 6 p.m. at the Sherburne County Fairgrounds for residents, a
Business Recycling Event will be held on Thursday, October 20 from 10 a.m. - G p.m.
at the Sherburne County Fairgrounds featuring all the items from the residential clean up
as well as larger commercial items. As with the Fall Clean Up event, minimal staff time will
be spent on the event to open and close the gates for the vendor.
This is the first time an event of this scale is being offered to the businesses of Elk River. In
the Spring, in conjunction with Spring Clean Up Day, a fluorescent light bulb recycling event
and a confidential document destruction event are offered to businesses. The rates for
disposal are quoted for this event only.
