Recommendations
The Personnel Committee has reviewed a few minor year end issues which
are now being submitted for Council consideration.
Park Maintenance Worker to Laborer
In June Phil Hals requested authorization to hire a seasonal, part time
summer park maintenance worker for 40 hours per week. That Park
Maintenance Worker position was filled by Milt Kinnunen who has
consistently been working 40 hours per week. The original intent was that
the hours would decrease considerably during the winter months when there
was little park maintenance work. However, Milt has been performing
Laborer duties in addition to Park Maintenance Worker duties so his hours
have remained around 40 per week. Currently, there is no one in the
Laborer position.
Phil is requesting that Milt be promoted to Laborer with a 32 hour work
week and starting pay of $8.47, Step B of Pay Grade 4 increasing to Step C,
$8.87, on July 1, 1998. This position would qualify for prorated benefits.
The Committee agrees with this recommendation.
Ice Arena Worker One
Ice Arena Worker One pay was recently set at $7.50 per hour. Since that
time, Arena Manager Rich Czech has requested that additional pay steps be
added for this ice resurfacer driver position as an incentive to retain and
reward experienced employees who have worked this position for more than
one year.

The Committee recommends that this position have a value of 43 points
which is Pay Grade 2. This position will move up one step in the pay plan
after each 750 hours in the position. An employee who has worked 750 hours
will be move to Step two which is $8.01 for 1998.
Action Requested
The Council is asked to consider the three items outlined above. If approved,
each of the changes would become effective January 1, 1998.
