Re: Request For Authorization To Pursue Grant Opportunities
The Minnesota Amateur Sports Commission has recently introduced a grant program aimed at
enhancing recreational opportunities and facilities for youth. The Park and Recreation Commission
has recommended that I pursue the following proposals.
Your support and adoption of the attached resolutions will be appreciated so that I can continue
pursuit.
The following describes each proposal:
1) Skatepark Development: The Park Commission recommends a grant request from the MASC of
$5000 with a required match from the city of $2500.
As you are aware the recently established Skateboard Association has requested a land lease
donation from the School Board and the city of Elk River. (site map attached) The grant request is
intended to expedite the development needed to the site to make it suitable for the activity. The
essential need at this time will be providing a suitable surface. Our goal is to pave an approximate
8000 square foot area.
With a successful grant award and required matches we will have $7500 available towards paving
the site. I believe that the community, local tradesmen, and local surfacing vendors would be willing
to contribute to the project as well, thus making our $7500 dollar investment go a long way.
2. Concession / Shelter building at the new Youth Athletic Sports Complex: The Park Commission
recommends a grant request of $20,000 from the MASC, requiring a $20,000 match of a combination
of cash and in-kind capital contributions from the city.
The Youth Athletic Sports Complex is scheduled to open in May of 1998. This exciting new facility is
being anxiously awaited for use by the local youth baseball and girls softball associations. Each of
these associations has committed to financially contribute to the development of this facility and are
again willing to work with the city to further enhance the site. The associations are eager to have
Lu SUCh a facility in order to conduct quality events and to sell concessions as a means to raise funds to
rther strengthen their association program.

A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION REQUESTING M.A.S.C. MIGHTY KIDS
GRANT FUNDING FOR THE DEVELOPMENT OF A
CONCESSION/SHELTER AT THE
YOUTH SPORTS COMPLEX
WHEREAS, the Minnesota Amateur Sports Commission (MASC), via the State
General Fund, provides funds to assist political subdivisions of the
state of Minnesota for the development of youth sports and recreation
programs; and
WHEREAS, the City of Elk River desires to develop a concession/shelter at the
Youth Sports Complex.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk
River as follows:
That the estimated total cost of developing said program shall
be $40,000 and the City of Elk River is requesting $20,000
from the State General Fund.
That the Community Recreation Director is authorized and
directed to execute said application and serve as the official
liaison with the Minnesota Amateur Sports Commission.
Passed and adopted by the City Council of the City of Elk River this 22nd day of
December, 1997.

Meadowvale Heights - Clearing and mowing has been done to make this
park completely accessible.
Bruce Dalcow of the local snowmobile club has spoken with police chief and
staff regarding trail connections through the city. Currently, snowmobilers are
using the County Road 1 detached trail. The Commissioners agreed to discuss
issues such as speed, damage from studs, etc. at a future meeting.
9. Other Business
Commissioner Kuester suggested the Park & Recreation Commission hold a
worksession to set objectives and short/long term goals. The Commissioners will
discuss a date for a worksession at the January meeting. Commissioners Kuester
and Huberty will formulate a draft agenda for the worksession.
Update-Community Recreation
Grants and Loans ~ Jeff Asfahl requested the Commission's support for a
grant application for a concession stand at the Elk River Youth Athletic
Complex, as well as a grant for the proposed skatepark. A matching
contribution would be required from the City and Jeff will research
whether or not land donation will be acceptable for the City's
contribution.
It was the consensus of the Commissioners to support Jeff in applying for
grants and the details regarding the building plan for a concession stand
could be worked out if the grants were received. Phil explained the City
would have the option of turning down the grants if the matching funds
were not available.
COMMISSIONER DAVE ANDERSON MOVED TO SUPPORT A CASH MATCH OF
UP TO $20,000 FOR THE GRANT PROPOSAL FOR A CONCESSION STAND AT
THE YOUTH ATHLETIC COMPLEX. COMMISSIONER KUESTER SECONDED THE
MOTION. THE MOTION CARRIED 6-0.
The Commissioners discussed a grant application for surfacing of the
skatepark and for ramp construction. Phil indicated the surface size is
approximately 80'xl 20'.
COMMISSIONER DAVE ANDERSON MOVED TO SUPPORT. A MATCHING CASH
CONTRIBUTION UP TO $2,500 FOR GRANT APPLICATION FOR A SKATEPARK
FACILITY, IF THE LAND THAT WILL BE DONATED IS NOT ACCEPTABLE FOR PART
OF THE MATCH. COMMISSIONER OLSON SECONDED THE MOTION. THE
MOTION CARRIED 6-0.
Joint Park & Recreation Commission/Community Recreation Proqramming
Meetinq - Jeff invited the Commissioners to attend a meeting with
Community Recreation, Thursday, January 8th, 7 p.m., to discuss
Community Recreation program objectives and avoiding overlapping of
activities.
