5.3. SR 09-08-2003Howard R, Green Qompany Item 5.3. September 3, 2003 File: 818980J-0564 The Honorable Mayor and City Council City of Elk River 13065 Orono Parkway Elk River, MN 55330 RE: PUBLIC HEARING/ASSESSMENT HEARING 413 QUINN AVENUE Dear Council Member: The supplemental public hearing/assessment hearing for the property at 413 Quinn Avenue, which was omitted from the original hearings, is scheduled for the Monday, September 8, 2003 City Council meeting. I have met with the property owners, Cory and Tracey Stoeckel, numerous times. I attempted to have them sign a waiver relinquishing their rights to the public hearing/assessment headng, but they did not feel comfortable with this. They have all the information, including the amortization schedule. At this point, I am not sure if they are even planning to attend; they have not indicated one way or the other to me. If they are in attendance, I will be prepared to make a brief presentation and answer any questions that they may have. At the close of the hearing, it would be appropriate for the City Council to adopt the attached two resolutions ordering the project and adopting the final assessment roll. Similar resolutions have been adopted previously for all of the other properties included in the project. If you have any questions, please call. Sincerely, Howard R. Green Company Terry J.
