Action Requested
The Mayor and City Council are asked to adopt the attached resolution authorizing the Elk River Police
Department to enter in to a grant agreement with the Minnesota Department of Public Safety, fox traffic
safety enforcement projects during the period of October 1, 2011 through September 30, 2014.
Background/Discussion
The Elk River Police Department has been a long time participant in joint law enforcement traffic safety
initiatives in Sherburne County. The Elk River Police Department has also been the lead administrative
and fiscal agency for many of these grant funded programs which also include the Sherburne County
Sheriff's Officer and Big Lake, Becker and Princeton police departments. The Sherburne County
Collision Reduction and Safer Highways program (C.R.A.S.H.) has been awarded a $93,000 giant through
the Office of Traffic Safety to fund continuing traffic safety efforts in Sherburne County for the period
from October 1, 2011 through September 30, 2012. The attached resolution authorizes the F.lk River
Police Department to serve as the administrative and fiscal agent fox this period. This resolution further
authorizes the police department to continue serving in this capacit<~ without further council action
should additional grants be awarded in 2012 and 2013.
Financial Impact
The Police Department will be eligible to receive between 33-40 percent of the X93,000 giant award to
reimburse officer overtime and some equipment expenses related to this program.

RESOLIITION 11-61
RESOLUTION AUTHORIZING EXECUTION OF AGREEMENT
Be it resolved that the Elk River Police Department enter into a grant agreement with the
Minnesota Department of Public Safety, for traffic safety enforcement projects,
during the period of October 1, 2011 through September 30, 2014 (or three year period).
Chief Bradley R. Rolfe is hereby authorized to execute such agreements and amendments
as are necessary to implement the project on behalf of the Elk River Police Department
and to be the fiscal agent and administer the grant.
