The rank that we discussed was Captain. The Personnel Committee has met and discussed this position. The consensus of the group is that the title of Assistant Chief would be more appropriate. Lori Johnson is drafting another memo with the committee's recommendation. If the council approves this request, we will need to advertise for this position as none of the qualified sergeants are interested. My goal, if this is approved, would be to have this person hired by March 1, 1998. I am enclosing a copy of the draft job description for the position of Assistant Chief. GENERAL Under the direction of the Police Chief; supervises the overall law enforcement operations of all Elk River Police Department employees. DUTIES/RESPONSIBILITIES 1.) Appointed as acting chief and serve in this capacity in the Police Chief's absence. 2.) Ensures department goals are met by managing, coordinating, directing and evaluating staff activities. 3.) Ensures an efficient operation, job safety and staff development by reviewing, regulating and training personnel. 4.) Responsible for overall public relations activities including media relations and public speaking. 5.) Respond to public inquiries to ensure good public relations are maintained. 6.) Coordinate and implement Community Policing activities in the City of Elk River. 7.) Overall responsibility for Intemal Affairs Investigations. 8.) Responsible for overall management of the Field Training Unit (F.T.O.) Coordinate and manage the Wage Inventive Program (W.I.P.). Serve as the Critical Incident Commander. Review reports to ensure appropriate information is included by staff. Serves on the Safety Committee to ensure safety rules are appropriate and to comply to OSHA requirements. Overall supervision of all Police Department employees and the Elk River Police Reserve Unit. Performs other duties as assigned by the Chief of Police. 213.01 QUALIFICATIONS 213.01 DIRECT SUPERVISOR The direct supervisor of the Assistant Chief is the Chief of Police. .y of MEMORANDUM TO: Mayor & City Council FROM: Lori Johnson for Personnel Committee: Phil Hals, Sandy Thackeray, Tom Zerwas, and Lori Johnson DATE: January 5, 1998 SUBJECT: Police Capt./Lieutenant Position The Council recently requested that the Personnel Committee review the proposed police captain position. The Committee has met twice to discuss this position and where it should fit in the City's current pay structure. The Committee did not discuss whether this position should be filled and makes no recommendation on that issue. The Committee focused solely on the point ranking, rifle, and pay grade of the position based on the proposed job description prepared by the Police Chief. Unfortunately, due to time constraints, not much written background material and research were available to the Committee as it struggled with the placement of this position in the current pay structure. Concerns were raised about how this would affect the current pay plan, and, specifically, the concern that it may eventually force increases in several pay ranges which some committee members oppose. At the same time, there was a need to maintain an appropriate spread between the pay of this proposed position and sergeant pay. After discussion it was decided that the most appropriate title for this position is Assistant Police Chief. The Committee felt this title was appropriate because it clearly indicates that this position is second in command and is the Acting Chief in the absence of the Chief. Also, the Committee was unclear on whether the proposed job description was closer to that of a lieutenant or captain since those positions seem to be very similar. This proposed position may be a combination of duties performed by captains and lieutenants in other cities. Because of this uncertainty, it was decided that a specific point value would not be assigned at this time. Instead, this employee will complete a job analysis questionnaire (JAQ) after being in the position long enough to have a good understanding of the position, probably one year, and a point ranking 13065 Orono Parkway · P.O. The Committee agreed that, initially, pay grade 4E should be assigned to this position. This would ultimately be adjusted accordingly based on the completed JAQ. This is an exempt position with no overtime or holiday pay.
