BACKGROUND/DISCUSSION
At the October 17, 2011, City Council meeting, the Council reopened the Downtown Redevelopment
Plan, and directed staff to contact task force members. Since then, staff contacted each of the origina113
members. Of those, one is no longer in the area and another declined citing demands at work. Those
vacancies represent the business community and the EDA.
Task force composition. The Council may recall that the task force includes:
4 HRA members
3 business representatives (1 no longer with business)
2 residential representatives
1 each from Boards or Commissions of Parks, Planning, Heritage Preservation, and EDA
The Council will need to appoint a person representing the EDA and the business community.
During our conversations, a couple of people noted a desire fox additional resident representation,
particularly in the area north of Highway 10.
Staff recommends that at least two Councilmembers be part of the task force. One Councilmember
could serve as the representative for the EDA. The other non-Council EDA members are Ron
Touchette and Pat Dwyer.
Meetingschedules. Staff is preparing for standing meetings the fourth Monday of each month. This
should not conflict with standing board or commission meetings. Initial conversations with the task force
members did not show conflicts.

Staff continues to develop the agenda for the first meeting, but initially the focus will include a review of
the background, a review of the Highway 10 impacts, and a clear definition of the problem.
