BACKGROUND/DISCUSSION Earlier this year, the Council requested that we review the overtime/compensatory time policy. Staff found inconsistencies in which the policy was administered. Council directed staff to develop a policy to cover the upcoming snowplow season. Attached is the proposed policy. For the remainder of the 2011 calendar year, accrued overtime will be funded through Council Contingency. The 2012 budget will include updated overtime funding to reflect expected expenditures and implementation of the proposed snowplow policy. The city administrator will soon undertake a thorough review of city policies including overtime/comp time policy, which will then be brought back for your review. FINANCIAL IMPACT The 2012 preliminary budget included an increase of $5,000 for overtime from $15,000 to $20,000 for snowplow routes (snow removal budget). When we review the updated 2012 budget later this month, we will have a recommendation on overtime for parks maintenance. This will be for the snow removal/streets, parks, and building maintenance budgets. Management maintains authority of overtime budgets and comp time banks. It is the division manager's responsibility to manage their budget. Because different divisions have different personnel needs, management may set maximum comp bank levels for their division. Employees shall be informed prior to working overtime hours whether the hours will be paid as overtime or banked as comp time. Staff shall periodically monitor usage of overtime to ensure adequate funding is available to cover planned or unplanned events and to notify council of potential shortfalls. Comp hours earned shall be used as time off and may not be cashed out.
