Full Scale Disaster Exercise
At this time I would like to inform the mayor and council on the planning for
a full scale disaster exercise to be held on April 22, 1998.
With the cooperation from numerous agencies, for example: Elk River Police,
Sherburne County Sheriffs Department, Elk River Fire Department, Elk
River Utilities, Elk River Public Works, West Central Environmental
Services, Minnesota Department of Emergency Management, and others, a
full scale disaster exercise will be held at the Sherburne County Fairgrounds
on April 22, 1998, starting at 8:00 am. The scenario has been written, the
planning team is set, and the day will be a good learning experience for all
responders involved.
I have notified the city of Elk River department heads and emergency
operation center members to make the appropriate plans to be available on
April 22, 1998, to participate in the exercise.
The tentative schedule of the exercise is as follows:
· 8:00am Exercise Briefing
· 9:00am Exercise Begins
· 12:00pm Approximate lunch time for participants
· 1:00-3:00pm Discussion and Critique of the Full Scale Exercise
Our planning team has been conducting meetings to delegate assignments,
write exercise scenarios and arrange for participants for the full scale
exercise. I have applied for a grant from the Department of Emergency
Management to help offset some of the cost involved with the exercise. I was
notified on Friday December 19, 1997, that the city of Elk River will receive
$1,500 to help offset some of the cost involved in the full scale exercise.

I would like to extend an invitation to the mayor and city council to be
participants in the exercise. The goal of the exercise is to have a productive
learning experience for all participants in the full scale disaster drill. If you
