1998 Emergency Siren Purchase
In the 1998 budget, under equipment reserve, is a line item for the purchase
of one emergency siren to be located in the city of Elk River. At this time I
have received a quote from Federal Warning Systems, located in Rochester
MN., for one 2001 SRN Federal Signal Corporation emergency siren with the
capability of a 5200 ft. range of coverage. The cost of the siren with sales tax
and shipping is $10,472.01.
I would like to accept the quote from Federal Warning Systems for the
purchase of one new 2001 emergency siren at the cost of $10,472.01.
Delivery of the new siren will be approximately 30-45 days.
I would like to update you as to where the newly purchased emergency siren
will be located in 1998. Please refer to the first enclosed map showing the
existing 15 siren locations within the city of Elk River. The second enclosed
map highlights the proposed area of coverage for the newly purchased siren.
After discussion with Glen Sundeen, from the Elk River Utilities, the location
of Mississippi Road, east of Waco Street has been chosen. Future siren
locations in the city of Elk River include; Ranch Road, (County Road 33), and
County Road 32; Highway 169 and 217th Av. NW; Elk Lake Rd. and 221st Av.
NW; and the area of 211th Av. NW and Ogden St.
Also included in the 1998 equipment reserve budget for emergency sirens is
the upgrading of one siren location. The siren, located at Meadowvale and
Vale Avenue, is currently on a 40 ft. pole. The ideal siren placement shall be
on a 55 ft. pole for proper siren coverage. Therefore, I propose to upgrade the
location at Meadowvale and Vale Avenue by removing the 40 ft. pole and
placing the siren on a new 55 ft. pole.
The entire project shall entail the purchasing of two new poles at a cost of
approximately $800 per pole. The electrical hook-up for the two locations
will be $800 per location. The proposed cost for the entire project, (sirens,

poles, electrical hook-up), using labor provided by the Elk River Utilities will
be approximately $13,750.00. If you have any questions in reference to this
issue, please feel free to call me at the Elk River Fire Department, 441-4919.
I will be in attendance at the January 5, 1998, council meeting to address
this issue and any questions the mayor and council may have.
