Elk River Heritage Preservation Commission was called to order at 6:13 p.m. by Chair Lance
Lindberg.

MOTION TO APPROVE THE AGENDA BY COMMISSIONER HARRIS. SECOND
BY COMMISSIONER ROHLF. ALL IN FAVOR. MOTION CARRIED.
31 Consider A~ri115, 2010 HPC Minutes
MOTION TO APPROVE THE MINUTES WITHOUT CHANGES BY
COMMISSIONER KONIETZKO. SECOND BY COMMISSIONER MORTENSEN.
ALL IN FAVOR. MOTION CARRIED.
Discuss 315 Jackson St
Frank Galli, owner of 315 Jackson St. discussed his plans to make the site into a Neopolitan
Pizza Restaurant. Because of some building code requirements, he is proposing to make
modifications in the interior and exterior of the building. Cormiussioner Rohfl expressed
concems with removing the crown molding and offered to contact the State Architect with
the State Historic Preservation Office (SHPO) to see if it could be saved but still provide the
fireproofing as requited by the Building Code. Mr. Galli also discussed removing the
exterior awning to maximize the outdoor light. He expressed concerns with a drain in the
Diamond City Bread entrance.
MOTION TO ENCOURAGE THE CITY SEWER/STORM SEWER DEPT TO HELP
DETERMINE IF REMOVING THE AWNING WOULD AFFECT THE DRAINAGE
BY COMMISSIONER ROHLF. SECOND BY COMMISSIONER HARRIS. ALL IN
FAVOR. MOTION CARRIED.
Discussion continued and staff was directed to look into how other communities study
historic buildings for restoration.
51 Strategic Plan
MOTION TO APPROVE THE MISSION STATEMENT AND GOALS BY
COMMISSIONER ROHLF. SECOND BY COMMISSIONER MORTENSON. ALL IN
FAVOR. MOTION CARRIED.
61 MN Main Street Program
Environmental Administrator Haug stated that the City's HRA listened to a presentation
about the MN Main Street Program and suggested that the River's Edge group and the HPC
learn more about the program. The River's Edge group decided to become an Associate
member and is interested in having an HPC Commissioner to discuss the HPC's efforts and
the two groups can work together on this program.
MOTION TO INVITE THE MN MAIN STREET PROGRAM STAFF TO HPC
MEETING AND INVITE RIVER'S EDGE GROUP TO ATTEND BY
COMMISSIONER ROHLF. SECOND BY COMMISSIONER KONIETZKO. ALL IN
FAVOR. MOTION CARRIED.
~ Fast Track Grant Update for Jackson Street Water Tower
Environmental Administrator Haug stated that the grant application was resubmitted and is
waiting for a response back. She will inform the commission once she has heard the
determination.

State Historic Preservation Conference
Environmental Administrator Haug asked who is interested in attending the 2010 Preserve
Minnesota Conference, September 16-17, 2010 in Winona, MN. Staff reminded the HPC
that in order to remain a Certified Local Government, one commissioner and one staff
member must attend the conference each year. Scholarships axe available but attendees must
attend both days to qualify. Commissioner Mortenson expressed interest in attending.
91 Schedule Next HPC Meeting_and Identify Agenda Items
The next meeting will be held on August 19, 2010 at 6:00 p.m. in the Uppertown Conference
Room.
