11 Meeting called to Order:
Elk River Heritage Preservation Commission was called to order at 6:03 p.m. by Chair
Lindberg.
2) Consider January 20 2011 HPC Agenda:
Ms. Haug requested the addition of Tiller's CUP request to the agenda.

COMMISSIONER KONIETZKO AND SECOND BY COMMISSIONER
MORTENSEN. ALL IN FAVOR. MOTION CARRIED.
31 Consider December 16, 2010 HPC Minutes:
MOTION TO APPROVE THE MINUTES BY COMMISSIONER KONIETZKO AND
SECOND BY COMMISSIONER MORTENSEN. ALL IN FAVOR. MOTION
CARRIED.
41 Review of Goals & Plan for 2011 implementation:
Ms. Haug informed the HPC that a joint meeting has been scheduled with the HRA for
February 17, 2011. Bonnie McDonald, Preservation Alliance of MN will be speaking to
both Commissions regarding the state historic tax credit along with other financing tools for
historic structures. This had been a 2010 goal but due to staffing and commission schedules,
was not feasible. It was discussed that the River's Edge Downtown Business group be
invited as well as homeowners and other business owners.
Commissioner Mortenson volunteered to work with City staff to create the historical
displays to create awareness to the community about the history of Elk River. The displays
will be located at various city locations and local banks, etc.
5) Oral History Update
Ms. Haug offered to contact RSVP about getting volunteers to conduct the interviews. Mr.
Brubaker offered to give some mini-txainings. Commissioner Mortenson offered to start
conducting interviews of the people on the list.
Coxnmissionex Konietzko volunteered to worked with staff on contacting the Park Sc
Recreation Depaztment and Community Ed.
G) Water Tower Update
Ms. Haug stated the nomination to the National Register has been submitted. SHPO is
reviewing it and will be supplying comments. Once the necessary changes are made, copies
will be made and distributed. There was no specific timetable given. Staff will keep the
HPC informed.
7) Other
Tiller Gravel Mining CUP application request was discussed by Ms. Haug. She showed the
HPC a map indicating that there axe some high probability sites on the proposed mining
location for archaeological artifacts.
A MOTION WAS MADE BY COMMISSIONER KONIETZKO AND SECONDED
BY COMMISSIONER MORTENSON TO ADD THE STANDARD CONDITION TO
THE CUP. ALL IN FAVOR. MOTION CARRIED.
