RESOLUTION FOR
THE ELK RIVER AREA CHAMBER OF COMMERCE
A RESOLUTION IN SUPPORT OF ENERGY CITY COMMISSION,
AS AN ASSET TO THE ELK RIVER COMMUNITY
WHEREAS, Elk River's history has long been shaped in large part by ENERGY
beginning when Ard Godfrey built a dam, saw mill acid grist mill where he
saw the potential for water power and,
WHEREAS, The Minnesota Environmental Initiative named Ellc River• as Energy City
in 1997 providing state and national recognition of the energy
conservation programs and related businesses, and,
WHEREAS, Energy City has provided resources and demonstrations of cutting edge
tecluiologies to residents, companies and leaders from around the state,
country and globe and
WHEREAS, Energy conservation programs and projects provide an attraction for like-
minded individuals and businesses thereby helping to grow the business
base of Elk River, and
WHEREAS, it is the Chatnber•'s charge to advocate for its members.
NOW, THEREFORE, BE IT RESOLVED that the Elk River Area Chamber of
Commerce supports Energy City's mission to promote the Elk River community, energy
efficiency, recycling, green resources and renewable energy initiatives through active
encouragement, demonstrations and education.
Adopted by unanimous vote of the Board of Directors of the Elk River Area Chamber of

MEMORANDUM

SUBJECT: Meeting Reminder & Staff Updates -November 16, 201 I
This is to remind you of our upcoming meeting on Wednesday, November 16, 2011 at 8:30 a.m. in the
Uppertown Conference Room at the Elk River City Hall. The agenda and October minutes are attached.
STAFF UPDATES
ENERGY EXPO
Staff and members of the Energy Expo Planning Subcommittee met with members of the Elk River Chamber of
Commerce Business Expo Planning Cotmnittee on Wednesday, November 2, 2011. It was a very good meeting
with a lot of dialogue. The main points of the meeting were as follows:
• Is the ECC interested in combining the Expos?
o Expo members expressed concerns about losing the identity of Energy City and concern about
losing the non-profits due to the Chamber prices.
o Also concern about public just wanting free stuff, not wanting to learn anything
• How would the logistics work?
o The Chamber was willing to take all registrations and take care of set-up
o The Chamber would also do some advertising for the Energy section
• How would expenses work?
o Chamber uses the event as a fundraiser so they would keep all funds
o Sponsorships were discussed fox covering the non-profits and banners
• Where would the Energy section be located?
o This was not resolved during the meeting
• Would there still be the opportunity for a Keynote Speaker?
o Michael Fuxtman would be able to be the I{eynote Speaker if he is available on the date of the event
• Would there be room for the ECFE and Community Ed to offer their activities?
o The Community Room would be avaiable.
o There was concern about activities occurring down the hallways
• When would the Expo be held?
o The Chamber always holds their events on Sundays so either March 11 or their scheduled date of
March 25.
• What next?
o The Subcommittee stated that they would like to discuss this with the ECC before making any
decisions.
o There was reservation on the subcommittee level because advertising has akeady started fox the
event, the I{eynote Speaker has been confirmed and the concern about losing the identity of the
Energy Expo.
Staff would like to the ECC to further discuss this at the meeting and make a decision as to whether ox not to
combine with the Elk River Chamber of Commerce Business Expo.
PROJECT CONSERVE PHASE III
The first Phase III meetings were held on October 20, 22, and 24. The meeting provided an introduction and
discussed ways to conserve electricity. The second meetings are scheduled fox November 15, 17 and 19. This
meeting will cover Natural Gas and Organics recycling. Participants will also be able to sign up fox Energy Audits.
The City's giant through the Department of Commerce expired on October 31, 2011. Staff is looking into other
grant options to cover expenses related to Project Conserve.
INTERN
There will be an intern in the Environmental Division starting officially on January 9 and will be working with me
through Apxi127, 2011. She is a student at St. Cloud State University studying Planning & Community
Development with an emphasis in Environmental Planning. She will be doing a lot of the same work Ross did such
as data entry and newsletters fox Project Conserve participants and promoting the City's organics program. She
attended the first Phase III Project Conserve meeting to better understand the program.
BRANDING MEETING
Clay Wilfahxt will be discussing ways Energy City can incorporate the new brand "Powered by Nature" into its
work.
FUTURE MEETING TOPICS
I would like to propose that the January meeting consist of a SWOT Analysis of Energy City. This will help guide
the direction of the Commission and allow staff to prioritize accordingly. I would like to have this be a longer
meeting or have a Part 1 in January and Part 2 in February. Please be prepared to further discuss this.
