RE: ISTEA Application
Dear Council Members:
As previously directed by the City Council, we have prepared an ISTEA Application for federal
funding to help construct the major transportation corridor in East Elk River. One of the
requirements of the ISTEA Application is a resolution from the City indicating that they are in
support of the project, and will provide the local share of the cost participation should they be
fortunate enough to receive an ISTEA Grant. Attached for the City Council's consideration is a
resolution that accomplishes this.
We have worked with Sherburne County and Dave Schwarting, County Engineer, in preparing
this application. With Dave Schwarting's permission we have indicated that the County would
be the lead agency but the City would provide the contact and coordination through the process.
We are hopeful that this will provide the application with more weight because of the
coordination between governmental units. I have indicated to Mr. Schwarting, however, that
south of County Road 12 down to 171st Street the City was not necessarily looking for County
participation in the funding of the project, but may look for the County to take over this portion of
the road in the future for maintenance and operation purposes.
If you have any questions regarding any of this information, I will be in attendance at your next
January 20, 1998 City Council meeting.

RESOLUTION
A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION OF SUPPORT FOR THE
CSAH 13/TYLER STREET ISTEA APPLICATION
WHEREAS, the Minnesota Department of Transportation District 3 is soliciting projects for
Federal Transportation (ISTEA) Funding; and
WHEREAS,
the City of Elk River has, through studies, public hearings and past resolutions,
determined the need for the construction of a new road to relocate CSAH 13 and
extend Tyler Street; and
WHEREAS, the County of Sherbume has expressed its willingness to act as project sponsor
for this project;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:
1. The City of Elk River supports the County of Sherbume in their application of this project
that will benefit City and County residents.
The City of Elk River expresses its willingness to secure and guarantee the local costs
associated with this project and acknowledges responsibility for assisting the County with
seeing this project through to its completion, with compliance of all applicable laws, roles
and regulations.
3. Terry J. Maurer, P.E., City Engineer for the City of Elk River, is hereby authorized to act as
agent on behalf of the applicant.
