Consider Shared MIS Coordinator
Position
On Wednesday, January 14, 1998, I received a letter from the city of
Champlin regarding a shared MIS Coordinator (computer network
administrator) position. A copy of Champlin's letter is attached. In speaking
with Stefanie Dunfee, it appears that the city of Andover may also be
interested in sharing this position. I indicated to Stefanie that Elk River
may be interested in utilizing this person one day per week but would
probably not have enough work to justify more than one day. Because this
may move along rather quickly, I am requesting that this be added to the
Council Agenda so that I can confirm with Champlin whether or not Elk
River has authorized this shared position.
Currently, our network administration is done after hours by a consultant.
In the event of an emergency when an immediate response is needed, for
example ff the entire system went down, a consulting firm is available at
rates in excess of $100.00 per hour. Although the after hours consulting has
met our needs, it would be much more convenient, efficient, and timely to
have someone here during working hours to respond to problems and change
requests, assist with implementing updates, assist in training employees on
computer related items, set up new computers and equipment, assist with
selecting and ordering equipment, and most importantly, be in charge of
network administration and maintenance.
This position is expected to cost approximately $55,000 per year including
benefits of which Elk River's share for one day per week would be around
$11,000. The 1998 Data Processing budget includes $5,000 for consulting
services. If authorized, the remainder of the funding would need to come
from the Council Contingency budget. Additionally, with the computer
changes the Police department will need to make in the next year or two, this

shared position would likely reduce the amount of consulting services the
police department would require. Of course, all departments could utilize the
services of this position.
Finally, this is a unique opportunity which is strongly supported by staff.
However, at this point, it is unclear whether our request for one day will fit
with the other requests that Champhn receives. Andover was interested in
two or three days and is requesting council approval next Tuesday. If
Andover and Champlin both want 20-30 hour per week, our request for eight
hours will most hkely not be included.
Action Requested
The Council is asked to consider a shared MIS Coordinator position with the
city of Champhn for eight hours per week with $5,000 of the funding from
the Data Processing budget and the remaining $6,000 from Council
Contingency.

The City of Champlin is in the process of hiring a part time MIS Coordinator to work 24 hours
per week. The City is looking for a person responsible for daily computer operations; setting up
new computers; maintaining Novell and Windows NT Local area networks; assisting and training
computer users; assisting in the installation of new computer systems; maintaining telephone
system; and recommending and implementing new technology.
If your City is also considering hiring a part time MIS Coordinator, the City of Champlin would
be interested in entering a joint power agreement with .','our City for job sharing this position. The
position could then be offered as a full time position and would be eligible to receive full-time
benefits. As an employee of both Cities, the costs would be shared equally between the two
cities. A normal work week could consist of working two days at each City and rotating one day
per week.
