SUBJECT: Bailey Point
On December 7, 2011, a public information update meeting was held regarding Bailey Point. Over 25
people attended the meeting to discuss the land acquisition process involving both the DNR grant and the
Minnesota Land Trust. The DNR approved a grant to the city to acquire the Bailey Point property. Part
of the value of this acquisition ($20,592) will be reserved to mitigate the loss of a similar value of the
parkland at Lions Park due to the construction of the Boys & Girls Club building.
At the August 1, 2011, City Council meeting, Council approved the funding for the city portion of the
Bailey Point acquisition should the grant be awarded from the DNR. The city has unti12013 to accept and
proceed with the grant agreement. This acceptance includes the mitigation of the issue of Lions Park
which allows the city to be eligible for future DNR funding programs.
The Minnesota Land Trust is currently working with the city and the owner of the property to convey a
conservation easement to the Land Trust. The property will become a perpetual easement with
restrictions placed upon it that are common for a passive park in the floodplain such as limited parking,
accessible trails, and park benches. The conservation easement restrictions and agreement will be reviewed
by the city attorney once they are completed.
The acquisition of Baily Point is a request for action item on the Parks and Recreation Commission agenda
this Wednesday, December 14, 2011.
