Staff is seeking EDA authorization fox National Development Council training for the Assistant Director
of Economic Development
BACKGROUND/DISCUSSION
The National Development Council (NDC) offers intense, rigorous courses focused on fmance fox
economic development professionals. Each course covers as many hours as an average college class, and
culminates in a final examination. Courses teach crucial economic development finance skills.
Staff would like to request that Clay Wilfahxt, Assistant Director of Economic Development, be
authorized to attend two 2012 NDC training courses in 2012; Real Estate Finance and Economic
Development Finance. Both courses are part of a four course Economic Development Finance
Professional certification. Staff anticipates the remaining two courses to be completed in 2013. till
trainings xequue out of state travel.
Economic development fmance is an essential function of the Assistant Director position. ]ob duties
such as administering the micro-loan fund, assisting prospective clients through the development process
and marketing financing programs all rely heavily on knowledge of economic development financing.
1'he NDC coursewoxk will help Mr. Wilfahrt establish better understanding of all of these topics.
FINANCIAL IMPACT
Funding will come out of the conferences and training line item in the EDA budget. Staff budgeted
$9,600 for NDC training costs in 2012. The total cost of the two training courses for Mx. Wilfahrt would
be approximately $4,500. Staff will be applying fox an Initiative Foundation grant to cover a portion of
the costs.
