Youth Run Coffee Shop
Item 4.6.
Shasta Rueckert will be at the meeting to present information on a youth-run coffee shop
proposal in Elk River. She also attended the Park and Recreation Commission meeting on
Wednesday, September 10. Chris Leeseberg was in attendance at that meeting and will
provide information. Attached you will fmd information from Shasta as well as the
newspaper article from the September l0th edition of the Star News.

Executive Summary
Our Mission...
To provide a safe and chemically free place for the youth of Elk River as well as
surrounding communities, in order to promote youth as an essential part of the
community.
Our Vision...
To create a safe and chemically free Place for teens in the Elk River area to call their
own. We envision a coffeehouse atmosphere where teens can display art, listen to live
music, or just hang oUt. We also believe that the actual process of starting up this
business provides an invaluable educational experience.
Who we are...
In January 2003, the Prevention Specialist oflSD 728 secured a $5,000 planning grant
from the Family and Children's Collaborative. With this grant, a part-time coordinator
has been hired to work with a group of students from the Elk River Area High School.
This group has come to be known as S.O.B.A:C. (Student Organized Business Advisory
Committee). Our mission is to provide a safe and chemically free place for the youth
of Elk River as well as surrounding communities, in order to promote youth as an
essential part of the community.
Program description...
S.O.B.A.C. has been meeting on a regular basis to develop a business plan for a yoUth'
run coffee house/youth center to be located in the geographical boundaries oflSD #728.
This will be a safe and drug free place for youth to hangout after school and on the
weekends. It will provide a place for youth to display their talents through various
special events such as bands and art show casings. It will also be structured as a small
non-profit business in which will allow yoUth to gain an educational experience while
gaining useful roles in the community.
The need...
In March of 2001, students in the Elk River Area School District took the'Search Institute
Survey and the MN Student Survey in order to assess the well being of the middle and
high school youth in our community as well as to determine the problems that confront
young people. Partners for Healthy Communities then conducted focus groups in order
to empower the students to provide insight into some of the results of these surveys.
During these focus groups, ISD 728 students identified the need for additional safe and
drug free places for youth to gather.

Consider Hiring Recreation Department Part Time Office
Employee
We have completed interviewing for the Recreation Assistant/Facilities and Programming
position. There were 22 applicants. We interviewed three candidates and are recommending
the hiring of Heidi Beckman for the position. Heidi would begin the position at Pay Grade
5, Step 1 - $11.32/hour. As a 20-hour employee, she would also be eligible for pro-rated
holiday, sick and vacation pay as well as PERA.
Heidi currently works full time in member services at Emma B Howe YMCA and also has
several years of experience as a recreation sports instructor and coach. Additionally, she has
two years of experience managing a concession stand. She lives with her family in
Zimmerman.
Heidi would need to give two weeks notice at her current job but is interested in beginning
her training during that period of time. I believe Heidi would be an excellent employee and
a great fit in the Recreation Department.

Recreation Department Update
Fall
Fall registration is underway and going very well. Most of our classes have begun. Leagues
begin at the end of September/fncst part of October and registration for these has just
begun. We are also busy planning for Family Fright Night which will take place the last
Saturday in October.
November/December Programming
We will be adding programs this holiday season and are looking forward to offering some
new opportunities. These include a Power Play Sports program for elementary aged
children, a Girl Power Club (Girl Power is an existing program, the club is new), and
additional non-school day activities. The Program Guide is currently at the printer and will
be delivered the f~rst Wednesday in October.
MRPA Conference
RaeAnn, Shaft and I will be attending this conference September 24-26th in Bemidji. We are
looking forward to the training opportunities that are a part of this event. There are
breakout sessions on community arts, mountain bike trails, registration software, marketing,
skateparks, adult sports programming and leagues, and more.
Subcommittee
The Subcommittee met prior to the Council meeting to revie~v the policies that were set last
spring and see how things have been going. We will also begin looking at a mission
statement, goals, the vision, etc. over the next couple of months and hope to have
something for the Council to review by the end of year.
