Approve filling the vacant part-time Recreation Assistant position and hire Aubra Podolske to fill the
position. Ms. Podolske would begin at step A of pay grade 3 effective January 3, 2012.
BACKGROUND/DISCUSSION
The Parks and Recreation Department currently has two authorized part-time Recreation Assistant
positions, one of which has been vacant since January of 2009. The positions provide frontline service
desk work during operational hours. Through 2010 and 2011, the vacancy was covered by other full-time
recreation staff and staffing through the Minnesota Workforce Agency.
In the summer of 2010, with the full-time vacancy of director and leave of absence of another employee,
a temporary service desk staff member was hired, utilizing savings from the vacancies. This position is
not funded for 2012, as the director vacancy has been filled.
The Recreation Assistant (service desk) position provides vital customer service to residents by
processing registration, answering questions, processing facility requests, maintaining park maintenance
logs, providing office support, maintaining/updating social media pages and assisting program marketing.
By filling both part-time Recreation Assistant positions, the department will be able to continue to
provide quality programming and customer support, maintain a strong marketing program intended to
generate increased revenue and provide support for maintenance activities to ensure safe, clean and
functional facilities.
If approved, the department intends to increase the hours of the existing position, Jackie Riebel, from 20
hours to 24 hours and fill the vacant position at the 20-hour level with the existing staff member, Aubra
Podolske, who has performed well in the position in the temporary role.
Provided satisfactory performance, Ms. Podolske will be eligible for a step increase on July 3, 2012.
FINANCIAL IMPACT
In the 2012 budget, the City Council identified funding for positions in the Council Contingency line
item, subject to the Council's approval.

Following is information that should have been included in the staff report for Item 8.5.
Proposed staffing adjustments
^ Add Aubra at 20 hours (fill vacancy)

^ This position is not eligible for insurance benefits
^ This position does receive leave benefits
^ The position was filled in 2010 and 2011 as a temporary, 20 hours/week
position, using money from budgeted salary vacancies (approximately
$12,000/year) at the temporary pay rate.

Aubra at step B - 8,642.40
Jackie extra hrs - 4,255.68
Total 20,874.88
Total with PERA/FICA (14.9%) _ $23,985.23
Council contingency for positions is $191,550, less the allocation for Recreation
Assistant ($23,985.23) leaves a remaining balance of $167,564.77.
If approved, a budget amendment to reallocate from Council Contingency to the
Recreation Administration budget will be forthcoming.
