11-08-2011 PC MINMEETING OF THE ELK RIVER PLANNING COMMISSION • HELD AT ELK RIVER CITY HALL TUESDAY, NOVEMBER 8, 201 1 Members Present: Chair Ives, Commissioners Anderson, Bell, Johnson, Lemke and Westberg Members Absent: Commissioner Scott Staff Present: Jeremy Barnhart, Plann' ~ Manager; Rebecca Haug, Environmental Administrator 1. Call Meeting To Order Pursuant to due call and notice thereof, the meeting of the Elk River Planning Commission was called to order at 6:30 p.m. by Chair Ives. Consider 11/08/11 Planning Commission Agenda MOVED BY COMMISSIONER LEMKE AND SECONDED BY COMMISSIONER JOHNSON TO APPROVE THE NOVEMBER 8, 2011 PLANNING COMMISSION AGENDA. MOTION CARRIED 6-0. 3. Consider 10/11/11 Planning ComnvssionMinutes • MOVED BY COMMISSIONER LEMKE AND SECONDED BY COMMISSIONER BELL TO APPROVE THE OCTOBER 11, 2011 MINUTES. MOTION CARRIED 6-0. Planning Commission Representative to Attend City Council Meeting Commissioner Johnson will attend the October 17, 2011 City Council meeting. 5.1. Request by Todd Plaisted for Conditional Use Permit for Wetland/Pond on Heinen Property Public Hearing -Case No. Cu 11-18 Ms. Haug reviewed the staff report. She noted the applicant will excavate a Type 2 wetland. The hours of operation will be lam - 7pm, Mondaythrough Saturday. The applicant plans to complete the project within two years. Staff recommends approval of the request with the conditions listed in the staff report. Chair Ives opened the public hearing. There being no public comment, Chair Ives closed the public hearing. Commissioner Westberg supported the condition for installation of trucks hauling signs on Brook Road. MOTION BY COMMISSIONER ANDERSON AND SECONDED BY • COMMISSIONER WESTBERG TO RECOMMEND APPROVAL OF THE REQUEST BY TODD PLAISTED FOR A CONDITIONAL USE PERMIT TO Planning Commission Minutes October 11, 2011 Page 2 ----------------------- EXTRACT SOIL ON THE NORTHERN WETLAND ON THE NEINEN • PROPERTY TO CREATE A WETLAND POND WITH THE FOLLOWING CONDITIONS: 1. ALL WORK IS COMPLETED WITHIN TWO YEARS OF PROJECT AND SLOPES ARE A MINIMUM OF 4:1 2. ALL SPOILS REMOVED FROM THE WETLAND ARE DEPOSITED ON UPLAND AREAS 3. HOURS OF OPERATION WILL BE LIMITED TO 7:00 A.M. - 7:00 P.M., MONDAY -SATURDAY 4. APPLICANT MUST INSTALL TRUCK HAULING SIGNS ON BROOK ROAD MOTION CARRIED 6-0. 5.2. Other Business Mr. Barnhart noted that a workshop will be held on Tuesday, November 22, 2011 to discuss design guidelines. 7.
