1. Call Meeting To Order
Pursuant to due call and notice thereof, the meeting of the Elk River Planning Commission
was called to order at 6:30 p.m. by Chair Ives.

Planning Commission Representative to Attend City Council Meeting
Commissioner Johnson will attend the October 17, 2011 City Council meeting.
5.1. Request by Todd Plaisted for Conditional Use Permit for Wetland/Pond on Heinen
Property Public Hearing -Case No. Cu 11-18
Ms. Haug reviewed the staff report. She noted the applicant will excavate a Type 2 wetland.
The hours of operation will be lam - 7pm, Mondaythrough Saturday. The applicant plans
to complete the project within two years. Staff recommends approval of the request with
the conditions listed in the staff report.
Chair Ives opened the public hearing. There being no public comment, Chair Ives closed
the public hearing.
Commissioner Westberg supported the condition for installation of trucks hauling signs on
Brook Road.

design guidelines.
