Call Meeting_To Order Pursuant to due call and notice thereof, the meeting of the Elk River City Council was called to order at 6:47 p.m. by Mayor Dietz. 2. Consider Consent Agenda MOVED BY COUNCILMEMBER MOTIN AND SECONDED BY COUNCILMEMBER WESTGAARD TO APPROVE THE FOLLOWING CONSENT AGENDA: 4.1 COUNCIL MINUTES ^ DECEMBER 5, 2011, CLOSED MINUTES ^ DECEMBER 5, 2011, REGULAR MINUTES ^ DECEMBER 12, 2011, WORKSESSION 4.2. CHECK REGISTER AS OUTLINED IN THE STAFF REPORT. 4.3. PAY ESTIMATE AS OUTLINED IN THE STAFF REPORT. 4.4. RESOLUTION 11-81 ESTABLISHING MUNICIPAL STATE AID HIGHWAY. 4.5. City of Elk River Volunteer of the Month-Mayor Dietz Mayor Dietz presented the Volunteer of the Month award to Jim Boyle. He provided Mr. Boyle's service background as follows: ^ organized and chaired the Elk River Independence Day celebration ^ participated in Operation ER ^ held community forum for a community center that eventually became the push for a YMCA, member of organizing committee that brought the YMCA to Elk River, in his third year as a chair member of the YMCA Board ^ member of Rotary Club and serves on the Board of Directors, assist with Taste of Elk River, charter member of Club's new Strive Program ^ member of Early Childhood Coalition ^ member of Habitat for Humanity Board of Directors. 7.1. Request by Great River Energy OGRE) to Amend Conditional Use Permit and License, Case No. CU 11-20 and 11-21 -Public Hearin Ms. Haug presented the staff report. Mayor Dietz opened the public hearing. There being no one to speak to this issue, Mayor Dietz continued the public hearing. Request by Todd Plaisted for Ordinance Amendment Allowing Overlay Rezoning to Mineral Excavation. Case No. ZC 11-02 -Public Hearing Ms. Haug presented the staff report. Mayor Dietz opened the public hearing. There being no one to speak to this issue, Mayor Dietz closed the public hearing. MOVED BY COUNCILMEMBER GUMPHREY AND SECONDED BY COUNCILMEMBER MOTIN TO ADOPT ORDINANCE 11-06 AMENDING THE CITY OF ELK RIVER ZONING MAP TO ADD MINERAL EXTRACTION OVERLAY ZONE TO CERTAIN PROPERTIES, CASE NO. ZC 11-02. MOTION CARRIED 4-0. 8.1. Proposed Fee Schedule for 2012. Public Hearin Ordinance Amendment for Adopting the 2012 Fee Schedule Resolution for Summar~Publication of the Ordinance Ms. Allard presented the staff report. Mayor Dietz opened the public hearing. MOTION CARRIED 4-0. MOVED BY COUNCILMEMBER MOTIN AND SECONDED BY COUNCILMEMBER WESTGAARD TO ADOPT RESOLUTION 11-84 APPROVING NOTICE OF SUMMARY PUBLICATION OF ORDINANCE 11-07, AN ORDINANCE ADOPTING THE 2012 MASTER FEE SCHEDULE. MOTION CARRIED 4-0. 8.2. Aptirove Annual Renewal of City's Insurance Policies with League of Minnesota Cities Insurance Trust Mr. Simon presented the staff report. Insurance Agent Mary Eberley reviewed hex memo to the Council that was included to the Council in their packet. She agreed with staffs recommendation to change the deductible to $20,000 due to the city's past rating experience. She noted the city has a couple of claims that will impact its rate for the next three years. MOVED BY COUNCILMEMBER MOTIN AND SECONDED BY COUNCILMEMBER WESTGAARD TO APPROVE RENEWAL OF THE CITY'S INSURANCE POLICIES WITH THE LEAGUE OF MINNESOTA CITIES INSURANCE TRUST AND TO INCREASE THE DEDUCTIBLE TO $20,000. MOTION CARRIED 4-0 • 8.3. Approve 2011 Budget Amendments Mr. Simon reviewed the staff report. Councilmember Motin questioned when the tablet evaluation would come before Council again. Mr. Simon stated it is slated for the January worksession agenda. MOVED BY COUNCILMEMBER WESTGAARD AND SECONDED BY COUNCILMEMBER GUMPHREY TO APPROVE THE 2011 BUDGET AMENDMENTS AS PREPARED IN THE STAFF REPORT ON THE 2011 BUDGET ATTACHMENTS AMENDMENT. MOTION CARRIED 4-0. 8.4. Adopt 2012-2016 Capital Improvement Plan Mr. Simon reviewed the staff report. MOVED BY COUNCILMEMBER MOTIN AND SECONDED BY COUNCILMEMBER GUMPHREY TO ADOPT THE 2012-2016 CAPITAL IMPROVEMENT PLAN. MOTION CARRIED 4-0. 8.5. Approve Filling Part-Time Recreation Assistant Position and Hiring Aubra Podolske . Mr. Fortner presented the staff report. City Council Minutes December 19, 2011 Page 4 Mayor Dietz questioned why four additional hours were needed for Ms. Riebel's position. Mr. Fortner stated the additional four hours is requested by the department in order to assist • Parks Maintenance with administrative work and to take care of the social media communications for the department. MOVED BY COUNCILMEMBER GUMPHREY AND SECONDED BY COUNCILMEMBER WESTGAARD TO HIRE AUBRA PODOLSKE TO FILL THE PART-TIME RECREATION ASSISTANT POSITION AT STEP A, PAY GRADE 3, EFFECTIVE JANUARY 3, 2012 AND TO INCREASE THE HOURS FOR JACKIE RIEBEL FROM 20 TO 24 PER WEEK. MOTION CARRIED 4-0. Other Business There was no Other Business. 10. Council Updates There were no Council Updates. 11. Staff Updates Mr. Simon provided an update on the fuel price contract. Mayor Dietz wished everyone a happy and safe holiday season. 12.
