Call Meeting To Order
Pursuant to due call and notice thereof, the meeting of the Elk River Planning Commission
was called to order at 6:30 p.m by Chair Ives.
2. Consider December 13, 2011 Planning Commission Agenda
MOVED BY COMMISSIONER BELL AND SECONDED BY
COMMISSIONER ANDERSON TO APPROVE THE DECEMBER 13, 2011
PLANNING COMMISSION AGENDA. MOTION CARRIED 4-0.
3. Consider 11/08/11 Planning Commission Minutes
• MOVED BY COMMISSIONER JOHNSON AND SECONDED BY
COMMISSIONER ANDERSON TO APPROVE THE NOVEMBER 8, 2011
MINUTES. MOTION CARRIED 4-0.
4. Planning Conunission Representative to Attend City Council Meeting
Commissioner Johnson will attend the December 19, 2011 City Council meeting.
5.1. Request by Todd Plaisted for Rezoning of Certain Property from Rla to Mineral Excavation
Overlay Public Hearing -Case No. ZC 11-02
Mr. Barnhart reviewed the staff report written byRebecca Haug, Environmental
Administrator. He noted that approval of the request would allow the property to be
consistent with the property owner's existing operation of mineral excavation. An
Environmental Assessment Worksheet (EAR was completed for the property and
approved bythe City Council on Apri14, 2011. Also, he noted, the propertywas included in
the 1994 Environmental Impact Statement (EIS). Mr. Barnhart stated that the rezoning
request is consistent with the Comprehensive Plan. He noted that the adjacent properties
have the same zoning. Staff recommends approval of the request.
MOTION BY COMMISSIONER JOHNSON AND SECONDED BY
COMMISSIONER ANDERSON TO RECOMMEND APPROVAL OF THE
REQUEST BY TODD PLAISTED TO REZONE CERTAIN PROPERTY

Mr. Barnhart request that these two items be continued to the January 10, 2012 meeting.
Chair Ives opened the public hearing.

CONTINUE THE PUBLIC HEARING FOR GREAT RIVER ENERGY FOR
CONDITIONAL USE PERMITS AND SOLID WASTE FACILITY LICENSES
TO THE JANUARY 10, 2012 PLANNING COMMISSION MEETING.
MOTION CARRIED 4-0.
6. Other Business ,
Mr. Barnhart noted that the December work session is cancelled. He stated that theywill
likely have a workshop in January. Mr. Barnhart noted that there will be ordinance
amendments coming forward in January and February.
