Council motion to approve applying for a grant to purchase Big Belly Solar Garbage and Recycling
Containers.
BACKGROUND/DISCUSSION
Staff has been researching ways to increase recycling throughout the parks in the city without increasing
disposal costs. Recently, staff learned about Big Belly Solar Garbage and Recycling Containers. These
containers have proven to reduce collection frequency by 80%, freeing up resources, reducing fuel costs,
and increasing recycling.
Currently, the city contracts with Randy's Environmental Services to collect waste at Lion's Park, Orono
Park Softball Complex, and the Youth Athletic Complex. The waste from the other parks throughout the
city are collected by city employees and brought to the sites serviced by Randy's.
The Big Belly utilizes asolar-powered, enclosed compacting system that holds five times the waste of a
conventional system. It also allows park supervisors to monitor when the containers need to be emptied
through an on-line management program. Duluth is the only Minnesota city to use this system.
The containers have messaging panels for advertising or for the city to use to market the city brand and
Energy City designation. This could be another way to show that Elk River is Posve~d by Nature.
Sherburne County is providing SCORE grants to public and private entities that are interested in
providing programs or services that promote the reduction, reuse, or rerycling of waste. The funding is
limited and is distributed on a competitive basis. The grant application is due by 4:30 p.m., on January 27,
2012. The containers are eligible for SCORE funds. The grant does require a 25% match which is
proposed to come from the Landfill Abatement Fund.

FINANCIAL IMPACT
The cost for 10 Big Belly/Smart Belly Stations -solar compactors for waste and non-compacting Smart
Belly's for recycling = $64,200 total ($1,070/month).
The city would apply fox $48,150 from SCORE funds.
The city's match would be $16,050 from the Landfill Abatement Fund.
The city spends approximately $142/month ($1,700/year) to maintain one traditional receptacle. With the
purchase of 10 receptacles, the monthly cost per receptacle is nearly identical. The cost includes the staff
time to service the receptacle, the transportation of the materials to another site serviced by Randy's, and
the disposal cost of the material. With the ability to monitor receptacles servicing needs on-line, staff and
Randy's would be able to reduce the number of trips to the parks, saving staff time, fuel, and disposal
fees. Currently, the city pays Randy's $4,188/year to collect the waste at the YAC, Lion's Park, and
Orono. The cost could be cut nearly in half with the Big Belly/Smart Belly systems saving approximately
$2,000/year on disposal costs and potentially saving $8,000/year in staff time.

2.0 ELIGIBILITY REQUIREMENTS
Special emphasis will be given to those applicants that demonstrate a service oriented project with
the following eligibility requirements clearly defined within this application:
7. A 25% cash match and/or In-Kind Contribution is required.
2. The project or program will offer services only within Sherburne County.
3. Pursuant to MN § 115A.557, Subd. 2, SCORE Grant monies may be spent solely for the
development and implementation of a program to achieve one or more of the following:
a) Reduce the amount of solid waste generated;
b) Recycle the maximum amount of solid waste technically feasible;
c) Create and support markets for recycled products;
d) Remove problem materials from the solid waste stream and develop proper
disposal options for them;

e) Inform and educate all sectors of the public about proper solid waste management
procedures;
~ Provide technical assistance to public and private entities to ensure proper solid
waste management;
g) Provide educational, technical, and financial assistance for litter prevention; or
h) Process mixed municipal solid waste (MSW) generated in the county at a resource
recovery facility located in .the State of Minnesota.
Note, capital improvement purchases will not be allowed unless needed to perform a service
oriented project, and is clearly defined within this application.

Appendix A Definitions
1) Electronic Waste consists of electronic products that were used for data processing,
telecommunications, or entertainment in private households and businesses that are now
considered obsolete, broken, or irreparable.
2) Household Hazardous Waste means waste generated from household activity that exhibits
characteristics of or that is listed as hazardous waste under Minnesota Pollution Control Agency
rules, but does not include waste from commercial activities that is generated, stored, or present in
a household.
3) In-Kind Contribution includes volunteer labor hours calculated at a rate of $10.00 per hour.
4) Major Appliances means clothes washers and dryers, dishwashers, hot water heaters, heat
pumps, furnaces, garbage disposals, trash compactors, microwave ovens, ranges, stoves, air
conditioners, dehumidifiers, refrigerators, and freezers.
5) Organics refers to materials that come from nature, living or dead, that can decompose naturally in
the environment. Materials such as yard and tree wastes, agricultural residues, or food scraps are
considered organics.
6) Problem Materials are materials that, when processed or disposed of with mixed municipal solid
waste, contribute to one or more of the following results:
• The release of a hazardous substance, pollutant, or contaminant as defined in MN § 1156;
• Pollution of water as defined in MN § 115.01;
• Air pollution as defined in MN § 116.06; or
• A significant threat to the safe or efficient operation of a solid waste facility.
7) Recycling means the process of collecting and preparing recyclable materials and reusing the
materials in their original form or using them in manufacturing processes that do not cause the
destruction of recyclable materials in a manner that precludes further use.
8) Recycling Facilities means a facility at which materials are prepared for recycling in their original
form or for use in manufacturing processes that do not cause the destruction of recyclable materials
in a manner that precludes further use.
9) Service Oriented Projects means those projects or services that result in a direct benefit to
residents of Sherburne County.
10) SCORE stands for the Governor's Select Committee on Recycling and the Environment and is a
term given to monies collected via astate-wide tax on solid waste disposal that is collected and
remitted to the State of Minnesota by haulers and is distributed to counties based upon population
for the purposes identified in MN § 115A.557, Subd. 2.
11) Solid Waste means garbage, refuse, sludge from a water supply treatment plant or air contaminant
treatment facility, and other discarded waste materials and sludge's, in solid, semisolid, liquid, or
contained gaseous form, resulting from industrial, commercial, mining, and agricultural operations,
and from community activities, but does not include hazardous waste; animal waste used as
fertilizer; earthen fill, water resources, such as silt, dissolved or suspended solids in industrial waste
water effluents or discharges which are point sources subject to permits under Section 402 of the
Federal Water Pollution product material as defined by The Atomic Energy Act of 1954, as
amended.
12) Volunteer Hours means unpaid work and/or labor and shall be calculated at a rate of $10.00 per
hour for the purposing of determining "In-Kind Contributions".
13) Waste Reduction or Source Reduction means an activity that prevents generation of waste or the
inclusion of toxic materials in waste, including:
• Reusing a product in its original form;
• Increasing the life span of a product;
• Reducing materials or the toxicity of materials used in production or packaging; or changing
procurement, consumption, or waste generation habits to result in smaller quantities of lower
toxicity of waste generated.
