Jim Schoer, Plant Place Inc., is requesting a general planning permit for a
temporary greenhouse/garden center in the Sax Food parking lot.

Overview
Plant Place Inc. is requesting a permit to locate a temporary greenhouse in
the Sax Food parking lot. Plant Place will be selling bedding plants and
nursery stock from April 15, 1998 to July 1, 1998. The proposed hours of
operation are Monday through Saturday 9:00 am to 7:00 pm and Sunday
10:00 am to 6:00 pm. They will be using a 20' X 80' temporary greenhouse for
bedding plants and an adjacent area 20' X 80' for display and nursery stock.
The total area for the garden center is 2800 square feet.

The proposed location for the greenhouse is near the southwest corner of the
parking lot along Evans Street. The location is out of the main flow of traffic
and will take up about 20 parking spaces.
Plant Place has conducted their greenhouse business from this location for
the past 3 years without any complaints and there have been no reports of
any problems associated with their operation.
Recommendation
Staff recommends approval of Jim Schoers request for a general planning
permit to allow a temporary greenhouse/garden center at the Sax Food
parking lot with the following conditions:
IF TRAFFIC BECOMES A PROBLEM AROUND THE SITE, THE SALES AREA SHOULD BE
DELINEATED WITH SOME TYPE OF BARRIER TO RESTRICT TRAFFIC.
THE GREENHOUSE/GARDEN CENTER MUST BE KEPT IN GOOD CONDITION
THROUGHOUT THE TIME IT IS IN PLACE.
3. THE LOCATION OF THE GREENHOUSE WILL BE CONSISTENT WITH THE SITE PLAN.
THE GREENHOUSE AND DISPLAY AREA SHALL BE REMOVED WITHIN 1 WEEK OF THE
END OF SALES AND THE SITE RETURNED TO ITS ORIGINAL CONDITION.
