BACKGROU N D
In April of 2009, the HRA participated in a work session for the update of the Economic
Development Strategic Plan for years 2009-2012. Additional participants included the City
Council, EDA and various staff.
The group identified the following 2009-2012 priority issues/objectives:
• Industrial Development
• Redevelopment & Rehabilitation
• Marketing
• Transportation
Several strategies were assigned to support the objectives. Both the EDA and HRA
approved the plan mid-2009.
2011 CITY VISION & GOALS
A two-day visioning seminar was held by various city staff and Council member Matt
Westgaard in September 2010 which resulted in setting a vision and supporting goals for Elk
River. The vision and goals were approved by the City Council in October 2010.
City staff worked on the creation of a plan, comprised of action steps and tasks to be
completed to assist in meeting the goals. On May 16, 2011, the City Council approved the
2011 goals, action steps, and tasks framework. This framework highlights key initiatives to
be completed in 2011 or reviewed for future 2012 - 2013 budgets.
Below are the Goals which support the vision:
Innovation- Develop new programs and services to meet the needs of the
community.

• Beautification- Have attractive welcoming streetscapes at City entrances and primary
corridors. Enforce zoning ordinance.
• Oppoz rtunities- Foster apro-growth atmosphere that provides incentives and other
opportunities for new and existing business.
DISCUSSION
Attached is the 2009-2012 Economic Development Strategic Plan, Vision and Goals and
progress update report. You will note that several of the strategic plan strategies coincide
with the tasks and action steps of the 2011 Vision and Goals. Additionally, administrative
staff plans to align the brand plan with the 2011 Vision and Goals in 2012.
Staff is seeking HRA input in regard to the existing 2009-2012 Economic Strategic Plan
which include may additional strategies to achieve objectives and goals.
NEXT STEPS
Staff will bring back the strategic planning process to the EDA fox discussion 3`d quarter
2012.
