HRSR 02-06-2012ITEM # 6. ~~ MEMORANDUM Elk River TO: Housing Redevelopment Authority FROM: Bob Ruprecht, Building Official DATE: February 6, 2012 SUBJECT: 724 Main Street Wall Improvements BACKGROUND The HRA buildings located at 716 and 720 Main Street (adjacent to 714 Main Street) were demolished late December, 2011. The Shared Wall Agreement with Robert and Denise Robeck, owners of 714 Main Street (Elk River Meats), outlines that if a building is demolished, the party demolishing the buildings must promptly repair the wall at their sole cost and expense. Staff has explored options to address the east wall of 714 Main Street. The attached memo from structural engineering firm Braun Intertec outlines items which need to be addressed. In addition to the report, staff has spoken with several contractors to determine the necessary improvements moving forward. RECOMMENDATIONS Staff recommendations are as follows: • Power wash and remove loose material from the wall in preparation for new coating. • Remove existing steel door and surrounding brick, infill opening as necessary. • Replace or repair flashing as necessary. • Install EFIS (Exterior Insulation Finish System) with various thicknesses to make for a more level surface. With HRA authorization, staff will move forward with obtaining quotes for the recommended improvements. Work will begin once a contractor is selected. Director of Economic Development Annie Deckert and I met with Bob Robeck, owner of Elk River Meats, to discuss the building improvements. Mr. Robeck agrees with staff's recommendations and expressed interest in potentially moving forward with additional improvements to the building. In their 2012 budget, the HRA budgeted $15,000 for an engineering study for the HRA buildings and $5,000 for building maintenance and repair. This money could be used for the wall improvements. Hanlon Date: 1/10/12 Minnesota Registration No. 41941 This memo is in regards to the site visit that were completed by Jason Hanlon, of Braun Intertec, on January 5, 2012 to observe the current conditions of the demolition and the existing, exposed conditions of the east wall of the 724 Building. The wall in question appears to be in relatively good condition with no significant signs of distress or settlement. There are some areas where the mortar in the joints is lacking and could use some tuck- pointing, but overall the condition of the wall is good and in our opinion does not require significant structural repair. The following items need to be addressed moving forward: - It was determined that the foundation depth along this wall is only 22-inches below grade and will require some additional frost protection since this wall is now exposed to external temperatures on the east side. Braun Intertec provided a detail (S1, dated 1/9/12) for this condition for the City to implement. - The exterior face of the east wall needs to be weatherized. This wall has not experienced external conditions in some time, or if at all, and needs to be updated to provide the appropriate protection. This may include, but not limited to, water proofing of the exterior face through possible exterior finishes (i.e., stucco), updating the flashing along the parapet and at the front and rear corners of the building, and infill of bearing pockets and openings accordingly. Braun Intertec is available to help with preparing corrective measure details for the conditions noted above.
