WATERMAIN LOOPING FOR THE
GUARDIAN ANGELS LAKE ORONO SITE
Dear Council Members:
As discussed briefly at last week's City Council meeting, the development of the Guardian
Angels Lake Orono site will require an off-site watermain improvement. In order to provide
adequate fire flow for the proposed development, it will be necessary to loop the watermain from
the southeast corner of the Guardian Angels site, easterly along the TH 10 Frontage Road to
the watermain that is stubbed under TH 10 near the entrance to the Elk Bowl. Steve Ach and I
have met with the owners of the Elk Motel to discuss this potential improvement. They had
indicated in our meeting that they would be also interested in lateral sanitary sewer along with
the water improvement. In addition, the Park and Recreation Committee has requested a trail
be considered from the Guardian Angels site along TH 10 easterly to the Elk Bowl. The
restoration over these utility improvements would be an ideal opportunity to construct a
bituminous pathway. Therefore, the Feasibility Study would consider all of these improvements.
Attached for the City Council's consideration is a Resolution that would order the Feasibility
Study. Since this is a City initiated project, it will require a 4/5's vote to adopt the Resolution.
If you have any questions regarding this issue, I will be in attendance at your February 17, 1998
City Council meeting.

A RESOLUTION OF THE CITY OF ELK RIVER
ORDERING A PRELIMINARY FEASIBILITY REPORT IN THE
MATTER OF THE GUARDIAN ANGELS LAKE WATERMAIN
LOOP AND LATERAL SANITARY SEWER
IMPROVEMENT OF 1998
WHEREAS
WHEREAS
the City has determined that it should consider improving certain property by
looping watermain between Guardian Angels Lake Orono site and Elk Bowl and
also providing lateral sanitary sewer service to the Elk Motel; and
Council must first secure a preliminary feasibility study in order to consider
making the improvement;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:
This matter shall be referred to Howard R. Green Company, Consulting
Engineers who is requested to provide to the City Council a report advising, in
a preliminary way, whether the proposed improvement is feasible and whether
the improvement should thus be made as proposed or in connection with some
other improvemem and the estimated cost of the improvement as recommended.
