Boys and Girls Club Update
Councilmember Thompson and Mayor Duitsman have been attending
meetings regarding the formation of a Boys and Girls Club in Elk River. As
everyone knows, the Lions Club is attempting to work with this organization
on the construction of a facility in the city's Lions Park. This facility would
then serve the needs of both organizations.
A number of meetings have been held since the Council's last update on
January 20, 1998. Some of the developments in the last month or so include:
an increase in the size of the proposed structure and its associated increase
in cost; local businesses have stepped forward to donate surveying services
and time and equipment for the removal of peat, which is throughout Lions
Park; discussion has taken place regarding the availability of municipal
utilities for a new building; discussion has taken place regarding a
conditional use permit for the facility; and the Board of Directors (or
representatives of the Board) have met with local financial institutions to
work on the funding of the project. Additionally, a community informational
meeting was held on Wednesday, February 11, 1998. Nineteen individuals
attended this meeting. Most of the attendees were either Lions Club
members, city staff members, Councilmembers, or members of the temporary
Board of Directors, and it may have been '~hopeful thinking" to believe that
members of the community would come to this meeting.
The Boys and Girls Club/Lions Club building is proposed for the very
southeast corner of Lions Park. This area already has a parking lot
constructed and access to Jackson Avenue. (Bud Houlton owns property
along Jackson Avenue both north and south of the entrance to the park.) At
this 2/17/98 City Council meeting, I believe that Councilmember Thompson
and the Mayor will be requesting:
That the City Council agrees to have the Boys and Girls
Club/Lions Club building in Lions Park and that the city allow

survey work to be done for a future lease or subdivision and that
the city move forward with any legal work necessary for this
land lease or subdivision transaction; and,

That the City Council agrees to allow the removal of peat
material in the southeast corner of this park now for the future
building and that the city street/park department be allowed to
work on this project in order to bring in clean fill material once
the peat is removed.
Additionally, the City Council should note that a conditional use permit is
required for this facility and that an apphcation from the Lions Club is
expected soon.

Lake Orono Sedimentation removal project. Discussion was held regarding the
number of assessable units and the amount per unit. Councilmember Dietz
indicated he did not feel the dty should pay more than 50 percent of the
project. Mayor Duitsman requested staff to provide an update on the number
of assessable units so that the cost to the homeowners and the city could be
determined.
Use of the $100,000 Tax Levy - General discussion took place regarding possible
uses for the $100,000 tax levy that the Council dedicated for capital
improvements. No consensus was reached on this issue and the Council
indicated that it would discuss this issue at a future meeting.
Hi.qhwa¥ 169 Pedestrian Brid.qe - City Administrator Pat Klaers updated the
Council on this issue. He indicated that ISTEA funding for part of the project has
been approved for fiscal year 2000 and that city participation is in the $300,000
to $350,000 range. Work on this project could begin this fall. He indicated that
there is also a possibility that Congressman Oberstar could fund the entire
project as a demonstration project.
Lion's Park Buildin.q -The City Administrator updated the Council on the Lion's
Park building project and indicated his concern about the unknown source of
funding for the project. Coun¢ilmember Thompson indicated that the land may
be an issue and that the Council may see a request for a transfer of title to the
Boys and Girls Club with the stipulation that the title be reverted back to the city
when the property is no longer used for this purpose. It was the consensus of the

Council that this scenario regarding the land provided by Councilmember
Thompson was agreeable.
Councilmember Thompson indicated that the Boys and Girls Club would be
holding a special community information meeting on February 11, 1998, at 7
p.m. in the Council Chambers. He invited the Councilmembers fo attend.

Ice Arena Needs - The City Administrator indicated that a financial review of the
operation of the ice arena and capital needs is scheduled for May 4 when the
Finance Department Annual Report and Audit is presented to the Council.
Councilmember Farber suggested that a special Ice Arena meeting be called
to discuss spring activities.
School Street - The City Administrator updated the Council on the issue of the
extension of School Street as a four lane road to and through Proctor Avenue. It
was noted that the city desires a petition for this project from the School District.

SUBJECT: Staff Considerations for Soil
Corrections in Lions Park
City Staff has concerns for the physical location of the building within
the park and would recommend against "land-locking" the building too
closely to the south or east property line. Soil corrections can still
proceed at this time with the final building location to be determined
closer to the time when construction actually starts. The building foot
print could be moved to the north (into the parking lot) or to the west
with no ill effects to the park.
It is prudent to move forward to take advantage of the winter season
for both the contractor doing the removals and the City Street/Park
Department who will be placing the fill material.
Ail city participation will stop in the event of a winter storm and will
not resume until normal snow removal is completed.
The city and contractor should abide by spring weight restrictions and
suspend operations during that time.
The city will replace fill dirt to the best of theft ability with city crews
and equipment. The city will not pay for additional support.
