The HRA ay not transact any busi ess or exercise any powers until the Council, by resolutio ,finds the city has su tandard, slum, or blighted areas that cannot be redevelop d without governme t assistance; or, has a shortage of decent, safe, and sanitary low income dwellings. ^ The Elk River Public Library Boar~of Directors/ls established as authorized by Minnesota Statutes, Sections 134.0 134.15. ^ The Utilities Commission is establishe as au orized by Minnesota Statutes, Sections 412.321-412.391. This statute fives e Utilities Commission all discretionary authority necessary to oper to e utilities.
