ACTION REQUESTED
Approve $78,200 in professional services from Hakanson Anderson and Associates, Inc, for design and
construction management services. on the 1715L Avenue Area - Phase I Improvements.
BACKGROUND/DISCUSSION
As authorized at the January 17, 2012, City Council meeting, staff advertised a Request for Proposals
(RFP) which solicited for professional engineering services on the above referenced project. The RFP was
advertised on both the Elk River and League of Minnesota Cities websites. Proposals were due to our
office by the end of the day on February 10, 2012. We received 10 proposals for the work ranging in
prices from $78,200 to $244,990. Staff reviewed and evaluated all of the proposals based on the
following criteria:
• Qualifications and experience of proposed team;
• Project approach and schedule;
• Comparable projects successfully completed by the team;
• References, and;
• Total project budget.
Based on these criteria, the proposals were ranked against one another. Two proposals ranked markedly
higher than the rest. The two top-ranked proposals were submitted by Hakanson Anderson and
Associates, Inc. at $78,200 and WSB and Associates, Inc. at $113,836.
We interviewed representatives from Hakanson Anderson on February 15, 2012, to ensure they were
qualified, fully understood the proposed work, and could deliver the project for the fees proposed. Staff
left the interview with confidence that Hakanson Anderson could meet those goals. Hakanson Anderson
emphasized that they were comfortable with the fees they proposed and will complete this project for
that amount
Having worked with WSB on the AUAR for this project, staff was familiar with their firm and their
ability to complete the project as proposed. As a result we did not feel the need to interview their firm.
Staff is recommending award to Hakanson Anderson and Associates, Inc. Upon approval by the City
Council, staff will work with Hakanson Anderson to finalize a contract and begin to develop this project
immediately. Planning Manager Jeremy Barnhart will be available at the February 21, 2012, meeting to
answer any questions.

FINANCIAL IMPACT
This approval will have a total financial impact of $78,200. This number represents a not to exceed
amount based on the scope of services requested in the RFP. This approved amount includes all of
Hakanson Anderson's anticipated reimbursable expenses for the project. The costs for engineering
services will come from the project fund as detailed in the Preliminary Engineering Report which was
approved at the December 12, 2011, City Council meeting.
