RE: LAKE ORONO SEDIMENT REMOVAL PROJECT
Dear Council Members:
Attached is the Feasibility Study that was ordered in February 1998 regarding the Lake Orono
Sediment Removal Project. As has been discussed numerous times in the past, the project
consists of removing sediment buildup from several locations in Lake Orono and depositing it on
five (5) parcels of property adjacent to the Lake. The total cost of the proposed improvement is
estimated at $750,000. Based on City Council direction, the assessment rate for the abutting
property has been set at $2,200 per residential equivalent parcel. There is estimated to be 189
parcels that are assessable of which 26 are owned by the City. Essentially this will result in
approximately 48% of the project being assessed to the abutting property owners and 52%
being funded by the City, either in assessments or costs unassessed.
Attached for the City Council's consideration is a Resolution that receives the Feasibility Study
and orders a public hearing. A public hearing has been scheduled for April 13, 1998. This
keeps with the schedule for this project that was laid out early on in the process. This schedule
would result in an assessment hearing in late June, the project awarded in early August, and the
construction being accomplished in September and October of this year.
If you have any questions, I will be in attendance at your March 2, 1998 City Council meeting.

A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION RECEIVING THE FEASIBILITY REPORT
AND ORDERING A PUBLIC HEARING ON THE
IMPROVEMENT IN THE MATTER OF THE LAKE ORONO SEDIMENT REMOVAL
IMPROVEMENT OF 1998
WHEREAS,
WHEREAS,
the Feasibility Report ordered by the City Council in Resolution 98-13 has been
prepared with reference to the Lake Orono Sediment Removal Improvement and
was received by the City on March 2, 1998; and
the Feasibility Report recommends that the proposed improvement is feasible;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:
The City Council will consider the Lake Orono Sediment Removal Improvement as
described in the Feasibility Report and the assessment of the property abutting this
proposed improvement for all or a portion of the cost of the improvement pursuant to
Minnesota Statute, Section 429 at an estimated total cost for the improvement of
$750,000.
A public hearing shall be held before the City Council on the proposed improvement on
the 13th day of April, 1998 at 6:00 o'clock p.m. at the Elk River City Hall Council
Chamber.
The City Clerk shall provide two published notices (one week apart) in the official
newspaper with at least three days between the last publication date and the hearing,
and mailed notice ten days prior to the hearing as required by law.
