SUBJECT: Foreclosure Prevention Initiatives Update
Staff continues to work on foreclosure prevention initiatives. Currently staff is engaged in
numerous foreclosure prevention projects:
MN Home Ownership Center (MNHOC) mailings -Staff partnered with MNHOC
in 2009, 2010 and 2011 to create and distribute informational materials regarding free
foreclosure prevention assistance. The most recent letter was distributed in March
of 2011, and staff will be sending out another mailing in April of 2012. The letter
and distribution materials are provided to banks, realtors, non-profits and churches.
• Comprehensive database -Staff partners with Elk River Municipal Utilities,
Sherburne County, Police Depaxtrnent and Building Department to maintain a
database of foreclosures and suspected foreclosures to monitor utilities especially
during the winter and other concerns surrounding foreclosed properties.
• Staff periodically records PSAs about free foreclosure information and programs fox
the local cable channel. Staff last recorded one in October of 2011.
• Staff maintains a stock of foreclosure prevention materials for distribution and
provides to the Elk River Area Chamber of Commerce, businesses and residents.
• Staff includes information regarding prevention and foreclosure scams in the
quarterly publication of The Current.
• Staff provides foreclosure information (in addition to other housing programs and
information) at www.ci.elk-river.mn.us/housing

RiversEdge Meeting Minutes February 8, 2012

Old Business:
Promotions for Sno Cross Race Weekend of March 9 to 11, 2012. Katie from Sportech came to share
information about the event. ERX is making snow so the track is in great shape for the event. They are
working on expanding their room for parking for the event. They are considering having a band on
Friday and Saturday night at the track. They are expecting 6,000 to 10,000 people to be in town for the
event!
Registration will be at the Holiday Inn in Otsego. The Chamber, City of Elk River and Downtown
RiversEdge Business Group will have a table to pass things out and give information about Elk River. ERX
will also be giving out 300 packets to racers as they register. Downtown Businesses are invited to
provide a coupon, flyer or some other small information piece to put in the packet. Packet materials
can be given directly to Katie at Sportech or dropped off at Edward Jones by Friday March 2"d
Fred is working on getting a bus that will make a loop between the track the hotels and downtown Elk
River. We are looking for sponsors for the bus. Katie will see if any of the Suppliers want to help sponsor
the bus.
The Racing will begin on the track on Friday Afternoon. Opening Ceremonies will be at 6PM. The Pro
Races will be on Friday and Saturday. Racing will run until 10PM those nights. Sunday races will be
Vintage and Stock machines.
Downtown Planning group update: Fred has been attending the meetings. The goal of the group is for
the stakeholders in Elk River: Businesses, Residents and City to come up with a vision of what the core
area of Elk River (Extending Around Downtown) should look like at some time in the future based on
MnDots future plans for the rerouting of highway 10 and the railroad tracks. City staff and property
owners can then use this information in planning for uses for the areas included. The group meets once
monthly.
HRA parking update: The HRA owns the area of the parking lot downtown where the buildings were
recently demolished. The short term plan is to use this area for parking. HRA is having a landscape
architect look at how the area could have some green space on it. HRA is also working with Elk River
Meat Market to repair the side of the building that was up against the O'Reilly building. There was
discussion about the possibility of having a mural painted on that wall. Elk River Park and Rec asked HRA
if they could use that parking area for a farmers market on Thursday Afternoons. That request was
approved by HRA. Park and Rec said that there had been many requests to move the farmers market to
downtown. The market hours would not overlap with the downtown concert series so that parking and
traffic wouldn't bean additional problem. A trash enclosure for the downtown dumpsters is being
addressed in the planning.
Elk River Water Tower. The Water Tower has been submitted to the National Registry for consideration
as a historic site. The City should hear back in March. If approved as a historic site, there will be better
opportunities for the City to apply for rehab grants to maintain the Water Tower.
Park and Rec: Stephanie said that acts are currently being booked for the RiversEdge Commons Park
concert series for 2012. She said that the Chalk it Up concerts for kids were being moved to Thursday at
noon and would be held monthly. Kidstock will be held on Tuesday Evenings(Possibly every week) in the
RiversEdge Commons Park. Kidstock performances are geared towards families and will be kids
entertainment and music.
Elk River Branding: Clay presented us with "Powered by Nature" window clings and talked about how
the brand is being used. Everyone is encouraged to use the brand. If you need help customizing the
brand to fit your businesses need, talk to Clay and he can help you. The plan is for the branding to be a
community wide initiative. It is about the residents and business members and the city using the brand
to help promote the community that we live and work in. Go to the Blog

Website and FaceBook: Clay and Penny from Edward Jones will be working together on the Website and

Downtown Retail Directory: It was moved and approved and Wendy will have 1000 color copies of the
brochure printed to put in the packets for SnoCross and to have for the Chamber/Energy Expo.
Chamber/Energy Expo: March 25, 2012. 10:00 a.m. - 2:00 p.m. Can you spare an hour or two to help
setup, take down or talk about Beautiful Downtown Elk River at the Chamber Expo? Talk to Fred to~sign
up. We passed a motion to be a part of the Expo again this year. Do you have coupons or information
about your business you want to hand out at the booth? Please let Fred or Wendy know.
McCoys 5K: Join us for a fun run on a great course starting in historic downtown Elk River. Get on your
best St. Patty's Day gear, run a fun race and have a great time! All finishers will enjoy a congratulatory
beer or soda. Race clock available. No official race results. 9AM Start 8AM Check-in & Race day
Registration All proceeds will benefit CAER, our local food shelf. Registration Closing Date Friday, March

New Business:
ArtSoup 2012: ArtSoup will be held downtown on Saturday June 16, 2012. The Arts Alliance needs our
help finding groups to help sponsor ArtSoup and other activites that the Arts Alliance provides Elk River.
They are a great downtown partner for the RiversEdge Business Group. Please help identify potential
sponsors. Contact Jon Stander at the Arts Alliance with suggestions. 763-441-4725.
Arts in Harmony is currently being shown at the Sherburne Cty Government Center. This is a wonderful
juried artshow with entries from all over the United States. Many of the pieces are for sale. A small
portion of the proceeds of sales goes to the Arts Alliance.
Connie Evingson in Concert at Zabee Theater on Saturday March 10, 2011 at 7:30PM. Connie is one of
the best Jazz Vocalists in Minnesota. She has performed all over the world to great reviews. Get more
