RE: TH 10 AND UPLAND INTERSECTION SIGNALIZATION
Dear Council Members:
We have completed the preparation of plans and specifications for the signalization of the
intersection of TH 10 and Upland Avenue. As you are aware, this project includes the removal
of the northerly access from TH 10 to Xenia Avenue and it also eliminates the northern frontage
road access at Upland Avenue. In fact, the plans currently call for the total removal of the
bituminous surface from Upland Avenue east to the main entrance to Elk River Concrete.
These plans and specifications have been reviewed by Mn/DOT and minor revisions made.
The final plans and specifications are currently going through the review and approval process
by Mn/DOT and the Office of State Aid. In an attempt to expedite this project, so that the signal
can be up and operational as early as possible in 1998, we would recommend that the plans be
approved and authorization to advertise for bids be granted. Attached for the City Council's
consideration is a Resolution that will accomplish this.
If you have any questions regarding any of this information, I will be in attendance at your March
2, 1998 City Council meeting.

RESOLUTION 98 -
A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS
AND ORDERING THE ADVERTISEMENT FOR BIDS
IN THE MATTER OF THE STREET AND UTILITY
IMPROVEMENTS OF 1998
TO SERVE THE SHERBURNE COUNTY ADMINISTRATION BUILDING
WHEREAS,
pursuant to Resolution 97-104, the Project Engineer has prepared plans and
specifications for the street and utility improvement to serve the Sherburne County
Administration Building, which plans and specifications have been reviewed by the
City;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:
Such plans and specifications, a copy of which is attached hereto and incorporated herein
by this reference, are hereby approved.
The City Administrator shall prepare and obtain the publication of an advertisement for
bids for the making of the improvement pursuant to the attached plans and specifications.
The advertisement shall be published once each week for three consecutive weeks, shall
specify the work to b done, and shall sate that the bids will be received by the City
Administrator until 10:00 a.m. on April 2, 1998, at which time the bids will be publicly
opened in the Council chambers of the City Hall by the City Administrator and the Project
Engineer and will then be tabulated for consideration by the City Council at a meeting
thereof at 6:00 o'clock p.m. on April 6, 1998, in the City Council chambers at City Hall.
No bids will be considered unless sealed and filed with the City Administrator and
accompanied by a cash deposit, cashier's check, bid bond, or certified check payable to
the City Administrator in the amount of 5 % of the amount of such bid.

RE: TURN LANE IMPROVEMENTS ON TH 169 AT 221 ST AVENUE
Dear Council Members:
Last fall, Barton Sand and Gravel asked the City if it would be possible to intercede on their
behalf with MnDOT in an attempt to get turn lanes and acceleration lanes constructed on TH
169 at 221st Avenue. As you are aware, they are in the process of moving their operation from
County Road 33 to 221st Avenue. When I made inquiries with Gary Dirlam, MnDOT District 3
Traffic Engineer, he indicated that MnDOT had a maintenance project planned for TH 169 to
which these improvements could be added. MnDOT has made the additions to that project and
is preparing to bid the project. They are requesting at this time that the City adopt the attached
resolution that indicates the City will pay for the additional improvements requested at 221 st
Avenue. The City, of course, will seek reimbursement from Barton Sand and Gravel, which is
already on record as indicating they will pay for the safety improvements. Once this resolution
is adopted and submitted to MnDOT, they will prepare a Cooperative Agreement for the City to
execute, indicating the estimated cost of these improvements. At that time, the City can get a
firm commitment from Barton Sand and Gravel to fund the improvement prior to executing the
agreement. Therefore, by adopting the attached resolution, the City has not necessarily
committed themselves to pay for the improvements if Barton Sand and Gravel is unwilling to
fund them. The City could always not approve the Cooperative Agreement and ask that the
improvements be removed from the project.
If you have any questions, I will be in attendance at your City Council meeting.

RESOLUTION 98-
A RESOLUTION OF THE CITY OF ELK RIVER
A RESOLUTION INDICATING CITY COST PARTICIPATION
IN IMPROVEMENTS ON TH 169 AT 221ST AVENUE
WHEREAS,
the State of Minnesota, Department of Transportation, proposes to build and
extend turn lanes, acceleration lanes, and cross-overs on Trunk Highway No.
169 from 193rd Avenue to near Deerwood Road (reference points 160.39 to
175.4) in the City of Elk River; and
WHEREAS,
the City has requested that the Minnesota Department of Transportation add left
and right turn lanes and two acceleration lanes near 221st Avenue on Trunk
Highway No. 169; and
WHEREAS,
the Minnesota Department of Transportation has requested the City participate in
the cost of the turn and acceleration la.qe construction at 221st Avenue which
will be included in the proposed construction project (State Project 7106-62).
NOW, THEREFORE, BE IT RESOLVED that the City of Elk River, Minnesota, shall participate
in the costs of the additional work items on TH 169 near 221st Avenue as requested by the City.

presented to and adopted by the Council of the City of Elk River at a duly authorized meeting
