ACTION REQUESTED
Council motion approving a special event permit to McCoy's Pub fora 5K walk/run scheduled fox
March 17, 2012, with the following conditions:
1. Race may begin and end at the Downtown River's Edge Park with the understanding that the
park and plaza must remain open to the public at all times.
2. The route and requirements outlined by the Police Department on the attached report must be
complied with.
3. Applicant shall be responsible for garbage clean-up immediately following the race.
4. No paint allowed anywhere on trails. Chalk or cones may be used.
5. Receipt of a certificate of insurance naming the city, its officials, employees, and agents, as
additional insured. The minimum limits must be at least $1,000,000.
BACKGROUND/DISCUSSION
McCoy's Pub is requesting to host a SKwalk/run on March 17, 2012. Staff met with Mr. McCoy to
review his request. Staff expressed some concerns with the proposed route these concerns were discussed
with Mr. McCoy. Chief Rolfe worked with Mr. McCoy to prepare the attached report outlining an
alternate route and additional requirements.

"McCOY'S 5 K RUN"
ROUTE AND REQUIREMENTS
As discussed with Fred McCoy his 5 K run will be held on March 17 (Saturday) 2012 with
roughly 75 participants expected. The general guidelines proposed by the police department are
simple yet specific enough for proper participant safety. The following expectations were
discussed and will be adhered to in order to satisfy the police department's requirements:
Route: The route will be 3.1 miles in length and start at Rivers Edge Commons Park.
Runner/walkers will stay on the south side of Main Street and run/walk westbound until they
come to the intersection of Main St/Tipton Ave. Participants will then travel southwest on Main
St. to the intersection of Main St/Boston St. Participants will cross Main St and run/walk
northbound on Boston St. to the intersection of Boston St/Orono Rd. Participants will cross
Orono Rd. then run/walk southeast on Orono Rd to the intersection of Orono Rd/Main St.
Participants will run/walk on the north shoulder of Main St and follow that back to the finish line
located at the intersection of Main St/Jackson Ave.
Requirements: Mr. McCoy assured the police department that he will have race marshals at
each critical intersection that the participants will cross. The marshals will have some type of
reflective clothing on for safety, but under no circumstances will be authorized to direct or stop
traffic. The police department will have two reserve officers stationed at the two critical
intersections identified to safely assist participants in crossing. All runner/walkers will be
instructed to use sidewalks as a primary surface and/or marked shoulders if necessary. The
participants will be advised of the route/guidelines prior to the start of the race and will adhere to
them at all times.
Duration: The time needed for this event should be no more than 1 hour from start to finish.
