Review Commercial Irrigation Water Conservation Pro ram
BACKGROUND:
Based on the January 10, 2012 Commission Meeting discussion the Water Conservation
Program was to be modified to apply to only Commercial Irrigation customers. The program will
establish incentives for implementing water conservation measures for commercial irrigation
customers in 2012. Commercial irrigation customers will be eligible for an exemption from 3`d
step rates provided they enroll and annually participate in the Commercial Irrigation Water
Conservation Program.
DISCUSSION:
Proposed: Commercial Irrigation Customer Conservation Program
Available: Within established Elk River Municipal Utilities water service areas.
Applicable: Existing commercial irrigation Customers that have zero water consumption
November -March of the previous year, or new customers that aze installing a new
irrigation system. New commercial irrigation customers are strongly encouraged to install
a qualified SMART Controller. Participation in this program requires that customers
implement and/or maintain water conservation measures on an annual basis to be eligible
for the program.
Character of Service: ERMU will provide 35 PSI at the curb. The customer will be
required to have backflow protection to ensure ERMU water quality. Meter facilities will
be placed in an azea that is mutually agreed to by Customer and ERMU, and the meter
must be accessible to ERMU service staff 24 hours a day, 7 days a week.

Water Conservation Points (WCP):
Water Conservation Points will be awarded to irrigation customers based on water
conservation measures installed at the property served by ERMU. ERMU staff will
inspect and approve all water conservation measures annually. To participate in the
program, a total of 10 WCP must be achieved annually. Water conservation measures
include, but are not limited to; SMART Controllers, Eco-Irrigation heads or drip lines,
rain gazdens, landscaping, and annual irrigation assessments.
Rate: By participating in this program and achieving ten (10) Water Conservation
Points (WCPs) annually. All water used that falls within the 3rd step classification of the
commercial water rate scheduled will be billed at the 2nd step rate.
Terms and Conditions:
1. Customer must participate in the program for at least one year.
2. The 3rd Step exemption applies only to the contiguous property served by the water
meter at the installation address on the Water Conservation Rebate Application.
3. Each individual property (water meter) must submit a completed Water
Conservation Rebate Application annually.
4. Extensions made for service under this schedule aze subject to the provisions of Elk
River Municipal Utilities' rules governing Extension of Service and Facilities.
5. Changes to this program may be made by ERMU from time to time and will be
communicated to the Customer three (3) months prior to elimination or change in
the requirements of the Water Conservation Program.
6. Annual inspection of the existing equipment and new equipment will be conducted
annually by ERMU staff.
