1st Quarter Report
February 2nd, 2012
One minute past midnight on January ls~, 2012, SWTV Channel
19 was born. Over the yeazs we all, and I mean "all" have put a great deal of work into this
commission and channel.
From the numerous commission meetings to the imaginative production, brilliant legal and
financial planning to the hazd work provided by our volunteers. It's all led to this, a community
television channel we can all be proud of.
We have already received many positive compliments but it's just beginning. This launch was a
"soft" opening with the grand opening happening this spring.
We plan on kicking off our "Grand Opening" with a series of special events. First up will be a
Volunteer Appreciation Ceremony where we will honor the many people who have provided
their talents and hazd work to help us create our community programming.
We are in the process of putting together a special presentation where we recognize our
volunteers and show highlights of the numerous productions that have been produced. We are
planning on giving out certificates of appreciation and having a special prize drawing of items
that have been donated by local companies. We have a tentative date for the festivities but aze
waiting on confirmation of the facility to hold the event. We will be sending out invites to all our
commissioners and council members once the location is secured.
SWTV Website
We also plan on unveiling the SWTV website at our ceremony. We have been working with
Suzie Meier of SM Website Solutions to create what we feel is a very exciting website and we
can't wait to show it to the community.
Press Releases
We will be sending out press releases announcing the channel and have already begun setting up
interviews with the local newspapers. We will be asking Myles as our Commission Chair to be
available for these interviews. We would also like to have each commissioner, where appropriate
contribute to these interviews when we aze meeting with your local paper.
New SWTV Channel 19 Programs
We aze also very excited to announce 2 new TV programs that aze in the works for Channel 19.
The first is called SWTV Community Spotlight. This program will be a magazine style
production and will feature interesting events and people in our communities. Mazk has already
begun production and by our next meeting the first program will have begun airing.
Our second new TV program will highlight local business. We will be going out into the
community to visit our local businesses, see their facilities/products and have them show our
viewers, in a short profile, what they do.
We will be counting on our commissioners to refer us to a business that you feel would be
perfect to highlight in this type of programming. We aze confident that these 2 new programs
will be populaz additions to our SWTV program lineup!

Ages 13+
Class participants will learn how [o use local government audio and video
equipment in a remote TV production trailer. This class provides hands-ort experience where
panicipan[s will produce remote TV productions which will air on Big Lake Channel 12 and stream
on the Internet. Here's a tas-Ce of your clnss outline:
• Feb. 10: Welcome, trailer tour, review game, training, camera operation, body pak
operntien, tripod use, announcer strop.
• Feb. 17: Watch & review lot year's game for production crew mles, pre-game prep of graphics,
venue pre-production, equipment review, teao-down and pack-up
• Feb. 24: Video Girls Basketball
• March 2: Video goys Basketball

During the month of November we taught a class called "LIVE" in Big Lake. This class taught
participants the joys of creating a live television program. We prepazed a class folder with video
and audio production information and we even handed out homework!
The benefit for us was to create new volunteers for our production shoots. One of the class
participants was a ] 2 yeaz old girl who did a fantastic job as a camera operator! She was so
enthusiastic about the class and the trailer that we expect to see her volunteering for shoots faz
into the future.
The final class projects involved the taping of 2 basketball games. The boy's basketball game we
taped went into TRIPLE overtime! It provided a very memorable event for the class members.
City Equipment Upgrades and Repair Overview
As usual we have had the regulaz batch of service calls. Here is a brief list of some of the work.
1) We have upgraded monitors in Delano, Elk River and Maple Lake.
2) Added new control room and overflow meeting room equipment in Elk River.
3) Background music has been added to our bulletin boazd on Channel 19.
4) We added a projector, projection screen and support equipment in Watertown.
5) In Delano we repaired their Nexus system, TriCaster and Control Room equipment and
we had to replace their bulletin boazd Scala system.
6) Repairs and upgrades were done to playback equipment in Delano, Elk River, Big Lake
and Cokato.
7) Nexus fan replacements in Maple Lake and Big Lake.
8) Worked on network related issues in Watertown, Delano and Big Lake.
9) Editing equipment repaired and /or upgraded in Watertown, Buffalo, Elk River and
Dassel.
10) Microphone repairs in Watertown and Delano.
11) Service calls for Channel 19 signal problem in Buffalo, Watertown, Maple Lake, Elk
River and Delano.
12) Trailer repairs include work on our camera reels and camera controllers.
13) Factory repair of a council chamber camera in Monticello.
14) Factory repair of Producer editing support equipment.
15) Replacement of disk duplicators for Dassel and Cokato.
I am currently working on further equipment upgrades in Elk River.
City Equipment Requests
Delano
The equipment includes 2 new monitors for the council chambers that needed replacement. We
also added lobby monitors. This install should have been done over 8 yeazs ago but it was put off
at the time and never completed. Delano also had to have their bulletin boazd system replaced
due to the equipment failing with age.
Delano's editing system has died. It has gotten quite a bit of use from the city and also Mark uses
it frequently. Here are the system specs; it is built to run Adobe Production Suite with Premiere,
After Effects, Photoshop and Illustrator. This is the system that is recommended for all our cities
when we eventually replace their current editing system.
Edit System -Runs with Windows 7 with a special configuration that has the processing power
to run the new Adobe software.

This system has an interface from Matrox (Matrox MX02 Rack with MAX). The interface allows for

Production Trailer
