Re: Dehumidification, Ventilation, Heating in Arena
During the spring and summer of the 1997 season the arena experienced high humidity
levels. The result of the high humidity was condensation on every surface of the building
that was colder than the air. Some of the problems that have risen from this are: the arena
experiencing water dripping from the ceiling, which causes stalagmites on the surface of
the ice; rusting of the ceiling/wet floors, making the floors slippery; pistons to the door
closers rusting making it very hard to open the spectator exit doors; and speakers for the
P.A. system with ice build up on them.
The reason for the high humidity in the building is the ventilation and dehumidification.
The two go hand in hand. When venting the air in the building, the make up air is not
conditioned before introduced into the building. This basically means that the humidity
level of the air outside is what is brought in. When outside air is conditioned there is less
humidity in the air being brought into the building. The dehumidifiers that are installed
in the arena are more or less a large air conditioner units. They are designed to operate at
their highest efficiency level in warm climates (60 - 80 degrees). Since the arena is
relatively a cool building this system is very inefficient. Bringing enough heat into the
building to have them operate at peak efficiency would be impractical. Even if heat was
added to the building the two units are not large enough to remove all the humidity out of
the air.
We are proposing that the city have Delano Erickson Architects conduct a feasibility
study to determine what steps need to be taken to correct this problem. (Please see
attached proposal). Delano Erickson Architects have worked on problems such as ours
for over (30) thirty years. Recently their projects have included: Maple Grove
Community Center, Edina's third sheet of ice, Eden Prairies second sheet of ice and
renovation to their first sheet, and Burnsville second sheet of ice. We have requested a
resume from them and should have it in the near future. The study will have
recommendation of three different phases, the dehumidification, the ventilation, and the
heating along with an estimated cost of each phase.
If nothing is done about the current situation, the arena will continue to experience the
problems in the previously stated areas, as well as possible future areas causing greater
expenses to be incurred.

Dear Mr. Erickson:
This document shall 'serve as an agreement between Delano Erickson Architects (DEA) and
Lundquist, Killeen, Potvin & Bender, Inc. (LKPB) to provide mechanical and electrical design services
for the referenced project.
PROJECT DESCRIPTION
We understand the scope of this project consists of three phases, i.e., evaluation of the existing
heating, ventilation and dehumidification systems, justification for retrofit of systems and
implementation of proposed revisions. This agreement is for the first phase of evaluation of systems
relating to ventilation and air quality of space, heating and dehumidification to standards established
by the user.
SCOPE OF SERVICE
Basic Services:
LKPB shall provide mechanical and electrical engineering design basic services for the following:
· heating
· ventilation
· dehumidification
· power distribution
Basic services will be provided to include the following:
attendance of local periodic programming and design review coordination client meetings
preliminary probable cost estimates for implementation of work
Mechanical feasibility report will be typed on 8-1/2" x 11" paper for inclusion architect's report.

be subject to review and adjustment.
Fee compensation shall be invoiced and paid monthly in proportion to work completed. No retainage
shall be withheld from the invoiced amounts. Invoiced amounts shall be due within ten (10) days of
architect's receipt of payment from the owner. Unpaid balances due shall bear interest at 12% per
annum.
REIMBURSABLE EXPENSES
The following expenses shall be reimbursed at a 1.1 multiple of actual expenses incurred:

SUSPENSIONS OR TERMINATIONS OF SERVICES
The client or LKPB may suspend or terminate any or all services covered by this agreement at any
time, subject to the client's giving a minimum of five days written notice to LKPB of suspension or
'termination. In the event of sUch suspension or termination by client, LKPB shall be paid for services
rendered to date of the suspension or termination, including a!l unpaid Additional Services rendered
and Unpaid Reimbursable Expenses incurred. (Such payment shall be an amount equal to the actual
hours of'services furnished'at the standard hourly rates contained herein, not-to exceed the contract
amoujnt.)
DISPUTE RESOLUTION
Any dispute, controversy or claim arising out of or relating to this agreement, or the breach thereof,
shall first be negotiated in good faith by the parties of this agreement to reach a resolution to the
dispute. If, within 30 days after such negotiation, the parties have not succeeded in negotiating a
resolution to the dispute, the parties may submit the dispute to non-binding mediation in accordance
with the Construction Industry Mediation Rules of the American Arbitration Association currently in
effect. Requests for mediation shall be filed in writing with the other party to this agreement and with
the American Arbitration Association. Such requests for mediation shall be made within a reasonable
time and in no event be made after the date when institution of legal or equitable proceedings based
on such dispute would be barred by the applicable statute of limitations.
ASSIGNMENT
Neither the client nor LKPB may assign, sublet, or transfer any rights under, interest in, or
performance of this agreement including any claims for damages, breach of contract, or negligence,
including, but without limitation, monies that may become due or monies that are due, without the
written consent of the other.
MISCELLANEOUS
Printing of report will be provided by Delano Erickson Architects.
It is understood that LKPB's contract will be with Delano Erickson Architects, the client. If the above
conditions are acceptable, please have both copies of this proposal agreement signed, retain one
copy for your files and return one copy to our office as a record of the client/engineer contract.
