Premises Permit Renewal Application
from Elk River Youth Hockey
Elk River Youth Hockey has made application to renew its Premises Permit
to allow the sale of pull tabs at Dick's Riverfront Bar. A premises permit
renewal is effective for two years. The City's charitable gambling ordinance
requires that at least 75% of lawful purpose expenditures be conducted in the
city's trade area. The city's trade area consists of the cities of Otsego,
Zimmerman, Ramsey, Rogers and Elk River. As you can see by the attached
chart, Elk River Youth Hockey has contributed the required amount to the
trade area.
Elk River Youth Hockey currently has two premises permits; one at Dicks
Riverfront Bar and one at Time Out Sports Bar and Restaurant. The Council
adopted an amendment to the city's charitable gambling ordinance in 1997
allowing only one premises permit per organization. The council allowed a
ten year grandfather clause for Elk River Youth Hockey. This will expire in
September 2007.
RECOMMENDED COUNCIL ACTION
Council motion to adopt the attached resolution approving premises
permit renewal for Elk River Youth Hockey to operate charitable gambling
at Dick's Riverfront Bar.

A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION APPROVING PREMISES PERMIT RENEWAL FOR THE
ELK RIVER YOUTH HOCKEY TO OPERATE CHARITABLE GAMBLING
AT DICK'S RIVERFRONT BAR
WHEREAS,
the Elk River Youth Hockey organization has made apphcation to the
State Control Gambhng control Board for a Premises Permit Renewal;
and
WHEREAS, the Premises Permit will allow charitable gambling on the premises of
Dick's Riverfront Bar located at 651 Main Street; and
WHEREAS,
the Elk River Youth Hockey organization has met the city's
requirement of spending 75% of its lawful expenditures within the
city's trade area during the past two years.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk
River, Minnesota that a Premises Permit for Elk River Youth Hockey
organization be granted to allow charitable gambling operations at
Dick's Riverfront Bar located at 651 Main Street.
Passed and adopted by the City Council of the City of Elk River this 16th day of
March, 1998.
