ACTION REQUESTED
Staff recommends that the Planning Commission recommend approval of the Conditional Use Permit
(CUP) for a Marital Arts Studio with the following conditions:
1. As a Conditional Use Permit is not a Building Permit, the applicant shall apply for all
require permits.
2. Signage requirements shall be as outlined in the Elk River Retail Center Planned Unit
Development agreement.
3. All exterior signage shall require a permit.
BACKGROUND/DISCUSSION
The applicant has been involved a martial arts studio in another community since 1994 and is requesting a
CUP to operate one in Elk River.
The studio will offer classes in Muay Thai Kickboxing, Brazilian Jiu Jitsu, and children's classes.
Facility
The proposed use would operate in 4,212 square feet of space in an existing structure within the Elk
River Retail Centex subdivision. The classes will be carried out on approximately 2,400 square feet of
mats within the space.
No exterior changes are proposed.
Employees /Students
The studio will initially be operated by two employees and classes will be limited to 10-15 students.
Parking/Circulation
There are two access points to the site off of Dodge Street on the east side of the property. Both of
these are shared accesses with Perkins to the south and the hotel to the north. The southern access (with
Perkins) is the more heavily used intersection. Vehicular circulation is around the entire building and
there are 43 parking spaces available for the multi-tenant building.
Using the general standards for recreational parking of one space per four expected patrons the studio
would require four parking spaces which the existing parking lot provides.

Signage
The applicant will utilize the existing lighted sign structure on the building as well as the existing
freestanding sign located on the western edge of the propert5% along highway 169. All Signage a%ill meet
applicable regulations.
Hours of Operation
Muay Thai Kickboxing : Tuesday%, Thursday%, Saturday at 9:OOam, and I~londa~--Friday% at 6:30pm.
Brazilian Jiu Jitsu: Tuesday%, Thursday, Saturday at 10:OOam, and Monday-Friday at -/:30pm.
Kids classes: Tuesday-Thursday at 4:30pm.

CUP Application -Project Narrative
The Academy of Elk River, Inc.
Since 1992, The Academy of Brooklyn Center has been offering martial arts instruction
to men, women and children of all ages. Students enjoy a wide range of benefits, from
fitness, weight loss and self confidence, to self defense and competition at the highest
levels. The Academy competition team has produced such top competitors as Brock
Lesnar, Sean Sherk, and Jacob Volkmann as well as many others. While competition is
not the goal for most students, this high level of competition insures the very best in safe
and effective training methods and techniques for our student body.
The Academy of Elk River is the realization of long time Academy instructor Adam
Ahern's dream - to bring the same high level of martial arts instruction to the community
of Elk River and the surrounding area. The Academy of Elk River represents the first
franchise ever of this successful classroom and business model. Adam Ahern has been a
champion competitor and top instructor at The Academy since 1994, and will bring the
same level of professionalism and quality of instruction to the Elk River branch.
The Academy of Elk River seeks a Conditional Use Permit from the city in order to carry
out this venture. The proposed site is Suite #101 (and #102) of Elk Hill Center -18850
Dodge Street North, Elk River, MN 55330-5722. No alterations of the space are required
at this time.
Muay Thai Kickboxing, Brazilian Jiu-Jitsu, and children's classes will be offered in the
4212 sq. ft. space, on approximately 2400 square feet of mats. Muay Thai Kickboxing
will be offered T,Th,Sa at 9:OOam, and M-F at 6:30pm. Brazilian Jiu-Jitsu will be offered
T,Th,Sa at 10:00am, and M-F at 7:30pm. Kids classes will be offered Tu-Th at 4:30pm.
Classes will be capped at around 10 students to ensure the highest quality of instruction.
Initially, two employees will be necessary, owner Adam Ahern and long time Academy
of Brooklyn Center instructor Seth Guimont.
Existing parking at Elk Hill Center should be more than sufficient to accommodate the
student body.
Proposed signage would use existing lighted structures on the building and along Hwy.
169.
The Academy of Elk River will offer many benefits to the community, not only cutting
edge training in Muay Thai Kickboxing and Brazilian Jiu-Jitsu for all ages and
backgrounds, but the fitness, well being, discipline and self confidence that come with a
comprehensive and established program.
