MEMORANDUM TO: Mayor and City Council FROM: DATE: Stephen Rohlf, Building and Environmental Administrator September 22, 2003 SUBJECT: Consider Hiring Consultant for Archaeological Modeling and Literature Search The Council allowed $5,000 in the Heritage Preservation Commission's (HPC) budget to do archaeological modeling and a literature search. The HPC was successful at securing additional money for this work through a Federal Certified Local Government Grant. Using the money the Council allowed and N-kind services as a match for this grant, the HPC has a total of $13,000 to retain the services of a professional archaeologist to coordinate the project. The proposal is for an archaeological literature search and site predictive modeling project within the City of Elk River. Additionally a survey will be undertaken on Elk River's historic milling district where foundations, potentially going back as far as 1851, are known to exist and documented Native American activity (e.g. skirmishes) took place. The project scope will include the entire city limits to aid furore planning efforts in the management of archaeological resources. An electronic and geo-referenced version of maps created in ArcView will be provided to the City. This electronic version will facilitate future planning through its ability to be incorporated into the city's GIS documents. The literature search will basically be the f~rst organized archaeological project in the City of Elk River. Verified archaeological sites will be documented using archaeological site forms and forwarded to the State Historic Preservation Office and the Office of the State Archaeologist to help ensure they are not inadvertently compromised by the rapid development Elk River is facing. The recently (2002) completed historic context study of the city revealed milling as a major theme in Elk River and the need for further survey work was identified in that document. The work proposed under this grant is the next step in the Elk River Heritage Preservation Commission's ongoing efforts to identify and document the city's cultural and historic heritage and put it into relationship with the larger context of the State of Minnesota. The literature search, associated documentation and archaeological modeling produced through this effort will adhere to the Secretary of the Interior's Standards. This project relates directly to goal #5 of the Statewide Preservation Plan ("Maximize efforts to identify and designate significant historic resources"). Many locally known historic places have not been identified by the State Historic Preservation Office and other suspected historically significant sites in Elk River have not been researched. This project will greatly advance both of these efforts. In addition, the project relates to goal # 2 of the Statewide Historic Preservation Plan ("Encourage integration of historic preservation at all levels of planning to promote consideration of cultural resources in decision making process"). Besides being incorporated into the City of Elk River's Comprehensive Plan by reference, the products of this project will be used by the city to aid in identifying potential conflicts between historic/cultural resources and development proposals. The four RFPs the city received for this project are included with this memo. City and Sherburne County staff narrowed their recommendation down to two: the 106 Group and St. Cloud State University. The 106 Group will provide a timely professional product. St. Cloud State University ties in better with on going work, such as an archaeological dig of the original 1851 sawmill site at the dam. Members of the HPC are participating in the Annual Preservation Conference in New Ulm this week. They plan on conferring with the State Archaeologist at that conference and will provide their final recommendation to the Council at Monday night's meeting. Modeling Archaeological Site Locations in the City of Elk River Proposal 5 September 2003 Richard M. Rothaus, Ph.D, R.P.A. Assistant Vice-President for Research Professor of History 210 Administrative Services St. Cloud State University St. Cloud, MN 56301 320-308-4932 rrothaus~stcloudstate.edu Elk River Sawmill (1890) Background St. Cloud State University is the second-largest University in the State of Minnesota, and the largest University in the Minnesota State Colleges and Universities System, with approximately 700 faculty members and 16,000 students. With an Archaeological laboratory, a Cultural and Environmental Landscapes Laboratory, and the Spatial Analysis Research Center (GIS lab), SCSU is uniquely equipped to produce archaeological predictive models. SCSU has a long history of archaeological and Volunteer Excavation at Oak Savannah historical in Shcrburne County, dating back to the fieldwork of Prof. Richard Lane in the 1970s. Prof. Rothaus has worked co-operatively with the Sherburne County Historical Society to conduct surveys and a small excavation, using local volunteers, at the Oak Savannah Land Preserve. In addition, Prof. Rothaus has made presentations to the Historical Society. Prof. Rothaus has particular expertise in the use of GIS and modeling in archaeology, and has created archaeological predictive models for the Eastern Korinthia Archaeological Survey in Greece, and the Mille Lacs Kathio Landscapes Project in Minnesota.! Prof. Rothaus was the lead archaeologist on the excavation of the St. Cloud State Library Pioneer Cemetery, and conducted a survey of the Hartman Homestead in St. Michael.2 Prehistoric Sites: Mille Lacs Lathio State Park SCSU is particularly interested in this project as it meshes well with the ongoing research activities of Prof. Rothaus and it will be an expansion of the ongoing co-operative activity with Sherburne County Historical Society. SCSU does not regular engage in archaeological contract work as our primary mission is teaching and research. I R.M. Elk River Milling District with providing our students with opportunities for civic engagement studies, and this is an excellent opportunity to do so. While all work will be performed by qualified individuals fully paid for their time, SCSU would like to involve both graduate and undergraduate students as possible. Of particular interest is using this project to illustrate the real-world elements of planning and preservation to students enrolled in our Cultural Resources Management course. These undergraduates would not perform the work, but would be invited to "shadow" individuals in all aspects of the project. SCSU is currently very concerned within the context of their Products Final Report: A comprehensive final report including all necessary maps, photos and supporting materials will be presented in multiple copies, in color as necessary. A PowerPoint presentation summarizing the essential points will be presented to the Elk River Historic Preservation Commission. This report will contain: Historical Overview. An overview of Elk River history from pre-contact inhabitants through the depression, and a synopsis of post-depression history. This overview will be indexed to relevant sources and will incorporate historic maps and photographs. This overview, as possible, will be include an interpretation of known archaeological sites, and will concentrate on the physical history of Elk River. Efforts will be made, within the limits of the available funding, to provide a comprehensive history of the Milling District, including a focus on the periods just before and after the mill was built (1850). Comprehensive description of known and predicted sites. All known sites will be fully documented and located on a map, as possible with available data. Descriptions of these sites will include chronological parameters, physical descriptions, and discussion of associated artifacts. As possible, description of known sites will be supplemented with photographs and site maps. Known sites will be placed in a local, regional and state perspective. Predicted sites will be described in the context of the predictive model and include discussion of factors that make them probable locations of archaeological sites, including an analysis of the level of probability. Management Suggestions for Preserving and Interpreting. Management suggestions will be made in the context of local, regional and state preservation needs. Suggestions will be referenced both by state and federal guidelines, as well as the range of community needs and desires as determined through consultations with community members in the course of the project. Management suggestions will include a ranking of preservation needs ~ ~'~ .~ . ,..,, , ~ ', Elk River 1903 based on site significance, a ranking of interpretive possibilities, and a combined ranking system. Included in management suggestions will be possible plans of action for public archaeology experiences, potentially necessary site mitigations, and preservation needs. Sites that require specialized preservation needs will be indicated. Photographic material. Copies of archival photos related to known and predicted archaeological sites will be collected and placed in the care of the Sherburne County Historical Society. Select relevant photos will be included in the body of the report. New photographs of known and predicted archaeological sites will be made and likewise be created and presented. In instances where archival photos are available, attempts will be made to create new photos from the same perspective to illustrate change-over-time and assist with interpretation of archaeological sites. All photos will presented in both digital and paper format. Sketch Maps. Sketch maps as created in the field will be included in the report as necessary and placed in the care of the Sherburne County Historical Society. As possible digital maps of specific sites will be developed and integrated into the GIS (see (7) below). Research Files. All notes, photographs and maps created in the course of this project will be indexed and delivered to the care of the Sherburne County Historical Society. As this project is the basis for future archaeological and historic preservation work in Elk River, photocopies of all relevant material uncovered in the creation of the historical overview and review of known archaeological sites will be collected and indexed for placement in the Sherburne County Historical Society. The project will gather in paper and digital format historical maps, topographic data, historical and current aerial photos, satellite imagery, vegetation maps (current and historic), soil maps, hydrological maps, known archaeological sites, historic farmsteads, and plat maps. These maps will be made available as part of the report, and copies will be placed with the Sherbume County Historical Society. Other maps can be created by request as the project progresses. o Predictive Maps. Maps illustrating low, medium and high archaeological potential will be developed and overlayed on current maps and air photos. Separate predictive maps will be created for prehistoric and historic sites. Included on these will be known archaeological sites. Additional versions of these maps will be made as necessary for proper presentation and ease of interpretation. Copies or paper maps and digital data will be placed with the Sherburne County Historical Society. Training in Use of Predictive Model. In addition to the report and associated items listed above, Prof. Rothaus will provide as needed training in the interpretation and use of the predictive mode. This can be done as group and one-on-one sessions and the intention is to design the training specific to the audience. Individuals already knowledgeable in the use of ArcView will receive, if desired, training in the usage of the digital coverages created. Continued Service and Partnership. St. Cloud State University considers community service and partnerships an important part of its role in the state of Minnesota. It is hoped that this project will serve as continuation and expansion of existing partnerships in Sherburne County. In simple terms, it also means that this the project will not result in merely a written report; we will still be here afterwards when questions and issues arise, and we will continue to serve as we are able. Methodology Literature Search, Prehistoric and Historic Archaeological Sites. All available information on known prehistoric archaeological sites will be collected from published sources, the Office of the State Archaeologist, the State Historic Preservation Office, the Sherburne County Historical Society, and the Minnesota Historical Society. Additionally, note from previous archaeologists working in the area will be reviewed. Relevant references in secondary works (journals, Pre-Contact (American Indian -o~,u.a,.,,nt ~ e t 2 $ 4 $ lala,m4~l~ Example Historic Vegetation, Kathio Mille Lacs travelers accounts etc.) will be reviewed as well. For historical archaeological sites we will work closely with the Sherburne County Historical Society to identify additional resources, including oral histories, family histories and newspaper articles. Archival airphotos will also be used to identify potential historic farmsteads and homesteads. Copies of all relevant material will be indexed and given to the Sherburne County Historical Society, and all efforts will be made to enhance and supplement, not duplicate, work already done by the Historical Society. Milling District Focus. Because of the requested focus on the Milling District, the known importance of the District to the history of Elk River, and the known existence of extensive archaeological remains in the area, every effort will be made to do a comprehensive and exhaustive literature search. In addition to gathering evidence, care will be taken to do a through analysis of the evidence, with an eye toward the creation of a clear chronology of development in the area. This analysis will be matched with non-intrusive on-site examination of archaeological remains, including photographic documentation and preliminary sketch mapping. An attempt will be made to match visible archaeological remains to the documentary history of the area. GIS Development. The project will utilize a Geographic Information System (GIS) created in ArcView (the most commonly used sof~ware). As part of the creation of the predictive model, the project will bring together (as possible) historical maps, topographic data, historical and current aerial photos, satellite imagery, vegetation maps (current and historic), soil maps, hydrological maps, known archaeological sites, historic farmsteads, and plat maps. These will all be digitized and geo-referenced making it possible to make computer overlays. GIS Predictive Model Development. The predictive model will be a modification of predictive models developed and used with good success at Mille Lacs Kathio State Park and the Korinthia of Greece. While the full complexity of the model cannot be explained here, it based on three 6 sets of parameters. (1) Environmental Determinants (e.g. humans cannot occupy steep slopes or live in constantly swampy areas), (2) Environmental Preferences (e.g. prehistoric peoples preferred to live close to wetlands where they found abundant natural resources), and (3) Cultural Preferences (e.g. settlements congregate along roads, trails and rivers). To develop the model topographic and environmental data will be inducted into the GIS to create base maps. Because landscapes have changed over time, modeling of earlier landscapes will be conducted as part of the project. As human choices in settlement and landscape use patterns are a complex interrelationship of preferences, necessity and habits, a system of"fuzzylogic" is used to create the actual predictive model. "Fuzzy logic" allows multiple values to be weighed and also allows for a possibility of choices. The model generates a spectrum of probability that one would find an archaeological site in a certain location. This spectrum then can be simplified, for most usages, into 3 to 5 probability levels, depending on the intended purpose of the users of the model. Because the model is being developed for the preservation and planning needs of the city, consultations will be made during the model development to make sure it is of maximum utility. As the parameters for Native American and Euro-American landscape usage can be substantially different, in actuality two predictive models will be created. Limited Field Testing of Predictive Utility and Potential: Field testing will be conducted to test the potential and utility of the model. Standard testing for a predictive model involves surface examination and shovel testing as necessary in areas of high, medium and low probability. As we will be utilizing a previously tested model and to maximize the utility of the project, we will use a modified testing technique that will allow us to select areas of particular interest for testing. In other words, we will not simply do random testing in areas of different potential, but rather will test areas that are of particular interest or concern as identified in the course of the study. Budgetary limitations will limit field testing to what can be conducted by a team of 3-4 individuals in 7 work days. Preliminary Evaluation for National Register Eligibility: Preliminary Evaluation will be conducted as possible within funding limits. The project will collect and organize data and reports on archaeological sites in a manner that will facilitate preparation of National Register nominations. This will be done in cooperation and consultation with the State Historic Preservation Office and the Sherbume County Historical Society. Professional Qualifications The project will be directed by Prof. Richard M. Rothaus of St. Cloud State University. Prof. Rothaus holds a PhD from Ohio State University and is a Registered Professional Archaeologist. He has done archaeological fieldwork in the United States, Greece, Turkey and India. A full resume can be found at the end of this document. Additional staff for the project will be selected as appropriate and necessary. All work will be performed by qualified individuals, and field testing will be conducted by personnel with extensive excavation experience in Minnesota. All work will be conducted in accordance with the SHPO Manual for Archaeological Projects in Minnesota (June 2001) and The Secretary of the Interior's Standards and Guidelines for Archeology and Historic Preservation [48 Federal Register 44716-44740]. The study will include the following tasks: LITERATURE SEARCH Background research at the State Historic Preservation Office (SHPO) and the Office of the State Archaeologist (OSA) to identify all known precontact and post-contact archaeological sites that have been previously identified within the City of Elk River, and all buildings and structures listed on the National Register of Historic Places that may have associated archaeological features. The files of these offices, and The 106 Group's office, will also be examined for reports on previous archaeological studies that have been conducted within the City of Elk River. Examination of historical records including, but not limited to, county and local histories, original land surveyor maps, plat maps, Sanborn fire insurance maps, topographic maps, historical photographs, and aerial photographs in the holdings of the Minnesota Historical Society (MHS), Sherbume County Historical Society, and the University of Minnesota's Borchert Map Library to identify the locations of potential archaeological resources. Special emphasis will be placed on the history and development of Elk River's milling district. It is recommended that the City of Elk River request from Mn/DOT the Mn/Model Statewide Archaeological Predictive Model data for the City. This data will be incorporated into the City's predictive model. e FIELD INVESTIGATION An archaeologist will conduct a visual reconnaissance of the City of Elk River in order to assess current field conditions and the potential for intact archaeological sites. Limited field testing will be conducted to test the model's predictive utility and potential. Up to four areas will be tested using standard Phase I archaeological investigation methods. The Phase I survey will involve shovel testing in areas where surface visibility is poor, and a walkover survey in areas with good surface visibility. Cleaning, cataloguing, labeling and bagging of any artifacts recovered during the Phase I survey will be completed. All materials will be processed according to standard professional practices. Artifacts will be numbered according to e guidelines from the MHS. All data, including artifact provenience and appropriate classification, will be catalogued on a computerized database. We request that the City of Elk River obtain all necessary landowner permission to access private property, if necessary. The 106 Group will obtain a Minnesota archaeology license from the Office of the State Archaeologist, if necessary, and will coordinate with Gopher One regarding the location of any utilities in the area. Minnesota Archaeological Site Forms will be completed for any sites identified during the survey. The resulting forms will include recommendations regarding the National Register eligibility of the site and future research potential. REPORT AND SUPPORTING DOCUMENTATION A final report will be prepared that includes the project methodology, summary of previous investigations, local and state historical contexts, a description of the resulting model including known and predicted archaeological sites, and recommendations regarding the future management, preservation, and interpretation of significant sites. The report will be submitted to the City of Elk River for review. The report will include one graphic showing the location of known sites and those areas of the city that are assessed as having low, medium, and high potential for containing archaeological sites. An electronic and geo-referenced version of this map created in ArcView will be provided to the City. This electronic version will facilitate future planning through its ability to be incorporated into other GIS documents. Project research files, black and white photographs, color slides, and sketch maps will be submitted to Elk River at the conclusion of the project. PRESENTATION AND COORDINATION One presentation to the Elk River Historic Preservation Commission is anticipated. The presenter will provide an overview of the methods utilized, a synopsis of the resulting model, and examples of the model's utility for future planning. Anoka and Sherburne Counties, Minnesota. The 106 Group conducted Phase I and II archaeological along a 15-mile pipeline corridor. The Phase I survey discovered two precontact American Indian heritage sites and one Euro-American site within the project corridor. One of the precontact period sites required Phase II archaeological and geomorphological evaluation to determine its eligibility for listing on the National Register of Historic Places. Based on the evaluation, Site 21AN147 lacked significant research potential° The 106 Group recommended that 21AN147 was not eligible for the National Register. The Minnesota SHPO concurred fully with all of The 106 Group's recommendations resulting from the investigations. Lake Orono Improvement Project, Elk River, Anoka County, Minnesota. The 106 Group Ltd. conducted a Phase I archaeological survey within the Orono Cemetery Property for the proposed Lake Orono Improvement Project on a promontory along the southern edge of Lake Orono in Elk River, Minnesota~ No archaeological sites were found. Bluffs of Buffalo Lake, Buffalo, Wright County, Minnesota. The 106 Group conducted a Phase I archaeological survey and Phase II archaeological testing for the Bluffs of Buffalo Lake development project. The archaeological investigation was conducted to assist a private developer in preparing documentation for the completion of an Environmental Assessment Worksheet for the proposed construction of a housing development. During the Phase I survey five archaeological sites were identified, two of which warranted further investigation. One of these sites was recommended as eligible for listing on the National Register and was subsequently avoided during the construction. Trunk Highway 41 Over Minnesota River Crossing, Carver and Scott Counties, Minnesota. The Minnesota Department of Transportation (Mn/DOT), in partnership with Scott and Carver Counties, is initiating work on the Trunk Highway (TH) 41 Over Minnesota River Crossing Scoping Study. The scoping process is the first step in the preparation of a Tier I Environmental Impact Statement (EIS) for the project. A tiered EIS process is being utilized to identify the preferred alternative alignment now so that it can be preserved for future construction, currently planned for implementation after year 2020. The 106 Group conducted a cultural resources assessment for the TH 41 project. The purpose of this cultural resources assessment was to identify known cultural resources, including architecture-history properties and archaeological sites, within the TH 41 project study area and to identify those portions of the study area with higher potential for containing cultural resources that require further investigation in order to determine their potential eligibility for listing on the National Register. Due to the extensive size of the study area and the wide locational range of project alternatives, field assessments of architecture-history properties and archaeological potentials were not conducted. Instead, this stage of the project relied on background research using the SHPO site and survey files, the generation of GIS layers based on the SHPO database, and the Minnesota Archaeological Predictive Model (Mn/Model). Brainerd-Crow Wing County Regional Airport, Brainerd. In compliance with Section 106 and NEPA, The 106 Group conducted a reconnaissance survey adjacent to the Mississippi River prior to the airport expansion. The survey included four runway alternatives and resulted in the discovery of two precontact period archaeological sites. Subsequent Phase II evaluation of one of the sites determined the site was not eligible for listing on the National Register of Historic Places. Archaeological Site 21MO23 (Minshaw Site), Camp Ripley, Morrison County, Minnesota. The 106 Group conducted an intensive Phase II survey of the Minshaw Site, an extensive precontact period habitation site located in the Camp Ripley Military Reservation. The investigation included pedestrian survey, shovel testing, and excavation of formal test units in order to define the horizontal limits of the prehistoric component and to identify the period, nature, and extent of any intact deposits at the site. The results of the Phase II investigation showed that the site is eligible for listing on the National Register of Historic Places. The Corps and Minnesota State Historic Preservation Office concurred with The 106 Group findings. Literature Search and Records Review for the Devil's Lake Feasibility Study, Devil's Lake Basin and Sheyenne River, North Dakota. The objective of the investigation was to create a database of all known prehistoric, historic, and architectural resources in the Devil's Lake Basin, as 2~..~ well as those of the Sheyenne River Plain from its headwaters near Harvey, _ ~- ' North Dakota to its confluence with the Red River of the North near Fargo, North Dakota. The report, mapping, and database will serve as a planning tool to help the Corps of Engineers meet its obligation to protect cultural resources, in addition to providing a reference for future studies. Two Sites for TH 49 and CSAH 23 Reconstruction, Lino Lakes, Anoka County, Minnesota. The identification and evaluation of the most deeply-buried known prehistoric site in the Chain of Lakes Archaeological District was conducted in compliance with Section 106. The study included extensive archaeological and geomorphological field analysis. Mitigation of the site included archaeological excavation and preparation of a National Register district nomination of the Chain of Lakes Archaeological District. Proposed Acquisition of St. Paul Regional Water Services Land by Anoka County, Rice Creek Chain of Lakes Regional Park Reserve, Anoka County, Minnesota. The 106 Group Ltd. conducted a Phase I archaeological survey for the proposed acquisition of St. Paul Regional Water Services land by Anoka County. This land is to become part of the Rice Creek Chain of Lakes Regional Park Reserve near Lino Lakes and Centerville, Anoka County, Minnesota. During survey staff relocated a previously recorded site within the project area, and recommended that the portion of site within the project area is considered potentially eligible for listing on the National Register of Historic Places. Shakopee Mdewakanton Dakota Community, Scott County, Minnesota. The 106 Group Ltd. conducted a Phase I archaeological survey for the Community that included hundreds of acres of previously unsurveyed tribal land. The archaeological survey was conducted in compliance with federal historic preservation laws, and followed standard procedures and guidelines established by the BIA, MHS, SHPO and the National Park Service. The archaeological survey identified six previously unrecorded archaeological sites on SMDC trust land. CSAH 4, Houston County, Minnesota. The 106 Group conducted Phase II evaluations of four large Native American village sites in cooperation with a Native American spiritual leader prior to highway improvements. Severe cost constraints required innovative planning and efficient application of trouble-shooting and problem-solving skills. Bridge 5364 Replacement, Scott and Carver Counties, Minnesota. The 106 Group conducted a survey for a bridge replacement over the Minnesota River between Scott and Carver Counties. Archaeological investigations and archival research determined the presence of a potentially significant Woodland site and a historic ferry-crossing site on the south bank of the river. Construction would not impact the sites, therefore no further archaeological work was required. HISTORICAL ARCHAEOLOGY Department of Revenue Building, (Dahl House), St. Paul, Minnesota. Construction of the new Minnesota Department of Revenue Building required archaeological excavation to mitigate effects to the William Dahl House, a nineteenth-century domestic site in downtown St. Paul. In this high profile and fast-paced project, the construction contractor was liable for a $6 million fine if the project was not completed on time. The 106 Group archaeologists, contracted by the project's environmental consultant, Braun Intertec, worked nights and weekends during early winter to ensure that no project delays occurred due to archaeological data recovery. Our close coordination with the construction contractor and environmental consultant ensured successful, on-time completion of the project. Science Museum of Minnesota, Washington Street Residential District, St. Paul, Minnesota. In the spring of 1997, one of Minnesota' s most exciting archaeological sites, the Washington Street Residential District, was uncovered during construction of the new Science Museum of Minnesota. The 106 Group spent one month recovering archaeological artifacts and recording structural finds from an entire city block of St. Paul's infamous nineteenth century red-light district. Excavations focused on the remains of Nina Clifford's bordello. The mitigation recovered over 6,000 artifacts that, when combined with the results of historical documents research, helped to tell the story of the bordello's workers and clients. The results of this work generated tremendous public interest and media attention, including radio and television reports throughout the country and Canada. In addition to communicating daily with the press, The 106 Group created a volunteer assistance program to help with excavations and the processing of artifacts, presented a paper at the national meeting of the Society for Historical Archaeology, and spoke at numerous public meetings. Anne Ketz led one of the classes at the Science Museum of Minnesota Special Class Series: Digging Archaeology. The class was entitled Anatomy of a Dig. Chestnut Street/Shepard Road Intersection, St. Paul, Minnesota. The 106 Group assisted the City of St. Paul in compliance with Section 106 of the National Historic Preservation Act by identifying and evaluating historical archaeology potential at St. Paul's historic Upper Landing. Through a literature search the project historian determined that remains of a nineteenth-century railroad freight house fell within the redevelopment area. Because Phase II archaeological evaluation of the freight house took place within a "Superfund" site, The 106 Group archaeologists were thoroughly trained in safety and hazardous materials, and developed a highly detailed site safety manual. Wabasha Street Bridge Replacement, St. Paul, Minnesota. During the construction of the new Wabasha Bridge in St. Paul, The 106 Group archaeologists monitored construction activities to identify potential archaeological sites. All exposed finds of potential significance were fully documented and immediately recovered. Staff worked closely with city engineers and their construction contractor to ensure no delays to the construction schedule of this important new Mississippi River crossing. Fran~ 'fi~w Phalen Boulevard, Cultural Resources Studies, St. Paul, Minnesota. The 106 Group conducted all phases of cultural resources management related to the Phalen Boulevard redevelopment project. Our staff archaeologists researched historic maps and documents, and employed geomorphological and archaeological testing to identify and assess a late-nineteenth century African-American residential area, a railroad station, and the site of a nineteenth-century malting company. Research and historical context development was required for the evaluation of the historical significance of the Hamm's Brewery, the original 3M plant, and a rare railroad tunnel system. Mitigation tasks included consultation with appropriate agencies, and preparation of effects documentation, and a memorandum of agreement. Armstrong House, Site 7, Smith Avenue Transit Hub, Saint Paul, Ramsey County, Minnesota. The 106 Group completed a Phase II archaeological evaluation of the area proposed for the relocation of the Smith-Armstrong house, a parking lot known as Site 7. The relocation of the house, a National Register property that is also locally designated by the Saint Paul Heritage Preservation Commission, was to facilitate the development of a new transit facility known as the Smith Avenue Transit Hub, a project that was to receive partial funding from the Federal Highway Administration (FHWA). The evaluation was conducted, therefore, to assist the City of Saint Paul in compliance with Section 106 of the National Historic Preservation Act. One portion of Site 7 that once contained a blacksmith shop at 227 Chestnut Street had been previously recommended for archaeological evaluation. The archaeological fieldwork consisted of the demarcation of the blacksmith shop on the surface of the parking lot and the excavation and documentation of two backhoe trenches within the area of the former shop. Harriet Island Redevelopment, St. Paul, Minnesota. As part of a citywide effort to revitalize St. Paul's historic riverfront, The 106 Group worked with the City of St. Paul and a team of specialists to redesign and develop Harriet Island Regional Park. In addition to conducting cultural resources investigations in compliance with federal and state legislation, our team identified themes and stories integral to the park's history and interpretation. The 106 Group consulted with Dakota elders in order to determine how the tribe's traditional beliefs about the island's significance can be appropriately incorporated into the city's plans for the park. In pannership with Battle Creek School and the Riverfront Corporation, The 106 Group also helped create a school archaeology program focusing on the island's archaeology and history. Frog Pond Grotto at Como Park, St. Paul, Minnesota. As maintenance workers were excavating for the restoration of the Como Park Conservatory entrance and Frog Pond, a previously buried, cut-limestone architectural feature was uncovered. The 106 Group archaeological investigation determined that the feature was a grotto - pan of the original construction of the Frog Pond - that predated the 1914-1915 construction of the National Register-listed Conservatory. Bruce Vento Nature Sanctuary at Lower Phalen Creek, St. Paul, Minnesota. The 106 Group is working in partnership with the City of St. Paul, the Trust for Public Land, the National Park Service and other government agencies, and the local community in the planning, acquisition and restoration of land at the Lower Phalen Creek site in St. Paul. The proposed project will consist of the construction of a hard surface trail link, and the restoration of vegetation, and a section of Lower Phalen Creek and its wetlands. There are many potential archaeological, historical, and cultural resources within the project area, representing a continuum of human activity in this area. Potential sites include nineteenth century breweries and sawmills, and two caves containing petroglyphs that are of great significance to the Dakota people. As pan of the celebration of the public acquisition for this property, Anne Ketz was interviewed and broadcast by Minnesota Public Radio, Morning Edition, in November. The 106 Group is assisting the City through all its compliance and survey needs including drafting the Programmatic Agreement. Minnesota Territorial/State Prison, Stillwater, Minnesota. As pan of the proposed redevelopment of the historic territorial/state prison site, The 106 Group worked with the City of Stillwater and the development team to identify and interpret the archaeological and historic resources on the site and assess the effects of the development on the resources. A brochure as well as various technical repons have been prepared for this National Register listed site. North West Company Fur Post, Pine County, Minnesota. The 106 Group conducted a reconnaissance- level archaeological survey of proposed construction activity areas within the Minnesota Historical Society historic site. The planned activities included the construction of trail extensions, overflow parking, a shed, a sign, and the expansion of the site's access road. The archaeological survey identified one archaeological site, a Woodland Period artifact scatter, within the proposed construction limits of a trail extension. The 106 Group recommended that steps be taken to avoid impacts to this site. An alternate trail alignment through an inundated area was arranged with the site manager and the contractor. experienced no delays because contractor and The 106 Group. University of Minnesota Library Access Center, Minneapolis, Minnesota. The 106 Group staff completed a literature search, followed by a monitoring plan and research design in preparation for archaeological monitoring during construction of this new University facility on the west bank of the Mississippi River. During the monitoring stage of the project, remains of buildings from the nineteenth-century Bohemian Flats neighborhood were uncovered. The project of the excellent working relationship between the Hastings Wastewater Treatment Plant, Dakota County, Minnesota. The 106 Group conducted a reconnaissance-level historic resources and archaeological survey for the proposed Hastings Wastewater Treatment Plant. The survey examined three properties considered for development prior to purchase. The survey report provided the City of Hastings and the Metropolitan Council with the information needed to determine if there were any historic resources within these properties that might prevent the construction of a plant. Specific information gathered included a summary of previously identified resources and associated surveys in the project area, an archaeological examination of the area most likely to be selected for development, and the documentation of additional historic resources and archaeological potentials within each of the study areas. Resources identified included burial mounds, an historic ferry crossing, and a precontact period archaeological site. HISTORIC MILL SITES Pillsbury "A" Mill, St. Anthony Falls, Minneapolis. A developer is currently working closely with the City, the Minnesota Historical Society, neighborhood groups and many other agencies to plan for the preservation and restoration of this National Historic Landmark and construction of new housing on the Minneapolis riverfront. As part of this work, The 106 Group has conducted an analysis of the archaeological potential for the site. Research has shown that there is potential for .~,u. A M~, significant archaeological remains to survive in one portion of the investigations are planned prior to any future construction activities. Ct. I/PS site. Field Washburn "B" and "C" Flour Mill Complexes, Minneapolis. The 106 Group provided historical and archaeological consulting services and conducted a Phase II archaeological evaluation for a portion of the historic Mill Ruins area in anticipation of a development project on the Minneapolis riverfront. B.F. Nelson Manufacturing Company Site, Boom Island, Minneapolis. The 106 Group assisted the St. Anthony West Neighborhood Organization in addressing their environmental concerns regarding the B.F. Nelson site, while promoting their interest in the area's past. With a grant from the St. Anthony Falls Heritage Board, the neighborhood employed the services of The 106 Group to monitor the MPCA's testing of the site, develop a brochure on the site's history, and create a slideshow presentation for the neighborhood's webpage. The winning dissertation will appear as a forthcoming book jointly published by the SHA and the University Press of Florida. The confluence of the Elk and Mississippi rivers provided Ard Godfrey with a unique saw milling opportunity in 1851 and the available energy source afforded the burgeoning town of Elk River with an early commerce opportunity. Coupled with the nearby Red River Trail and subsequent frontier settlement, Elk River early on established itself as a going concern on the Minnesota landscape. Archaeological evidence of the early sawmills may be scant, but as we have found in urban Minneapolis, surprises often await the eager researcher. In 2001, under my direction, archaeologists found the remains of the Orth Brewery in the Grainbelt Redevelopment District. The location was suspected from consulting numerous historic records and the Sanborn Fire Insurance Maps. This historic property has been recommended as eligible for listing on the National..Register of Historic Places and incorporated into District planning. Realistic land management, or planning, is a cornerstone of Schoell & Madson, Inc.'s cultural resource program. As a firm that does much business with land developers, our program walks the fine line between the preservation of our significant historic properties and the economic realities of today's housing and commercial markets. The balance that we've been successful in achieving combines a sensitivity to financial limitations with cost effective methods of archaeological site discovery and protection. This research would take place at the Minnesota Historical Society and the Sherburne County Courthouse and Historical Society. A compilation of known or suspected site locations would be developed, then a physiographic assessment of the landscape would be developed. This information would result in a color-coded map based on the City of Elk River's base map linked to a series of paper or electronic files. This would be possible through the use of Geographic Information System (GIS) technology. It is our tmderstanding that the base map attached to the request for proposal is available in CAD format. We could import a CAD file into ArcView, layer the information, and produce a quality graphic or series of graphics that illustrate historic site location, prehistoric site location, and landscape sensitivity to contain archaeological properties. The advantage of GIS based systems is that file information can be imbedded in the electronic file making the product extremely user friendly. This could be a valuable planning tool for the City of Elk River. In addition, it is our understanding that the City is moving towards augmenting their CAD drawings with GIS based maps and information. Our conversion, while not a final end product due to budget constraints, could be a stepping-stone in this process. The budget of $13,000 is, in our estimation, sufficient to accomplish the goals stated herein. As the project progresses it may become apparent that these early goals merit refinement. Minneapolis, Minnesota 55408 September 15, 2003 RESEARCH DESIGN An archaeological predictive model is essentially a map that indicates the relative likelihood of encountering archeological artifacts in a specified region. Such maps are sometimes referred to as archaeological "sensitivity" maps because they indicate that some locations are more sensitive than others in terms of the presence of cultural resources. One can think of these predictive maps as showing three zones: for example, a high sensitivity zone where archaeological sites are most likely, a medium zone where sites are less likely, and a low sensitivity zone where sites are unlikely. These maps, if they are accurate, hold tremendous potential as planning tools. I new development and other land-disturbing projects can be guided to regions of low archaeological sensitivity, then significantly fewer archaeological sites will tend to be encountered than otherwise. The result, in the long run, is reduced costs for archeological survey and the preservation of resources. It is the accuracy of these models that determines their utility. Obviously, we would want most archaeological sites in the region to occur in the zone indicated as "high" sensitivity, very few sites in the zone marked as "low" sensitivity, and some intermediate number in the "medium" sensitivity region. This sort of performance can actually be examined and tested by comparing the model-produced maps to actual archaeological field survey results. By comparing model predictions against actual archaeological circumstances, it is possible to determine, with specifiable confidence, how accurately a model performs. Once the pattern of relevant variables and measurements are known for a particular region, it then remains to map it over the region to produce predictive maps. SCOPE OF PROFESSIONAL SERVICES We have conceptualized the work to be performed in executing the research outlined above as involving five (5) elements or tasks: 1) project management, coordination, and meetings, 2) literature/archival review, 3) historical/archaeological modeling, 4) site visit and field survey, and 5) and preparation of deliverables. The work to be performed in association with each of these is outlined below. These include coordination of all research activities and maintenance of close communication with the City of Elk River representatives, as appropriate. Literature/Archival Review Existing data concerning the history, environment, and archaeology of Elk River will be reviewed, as will materials pertaining to the broad cultural/historic contexts of the community's development, particularly the city's milling history. Both published and limited availability resources will be included in this review. Previous research, reports, surveys, etc. in possession of Elk River, Sherburne County, Minnesota SHPO, and other agencies will be included. Narrative notes, photocopies, and photographs will be produced for reference and incorporation into deliverables. Historical/Archeological Modeling We will review all applicable archival resources to capture a full picture of the City of Elk River, and specifically focusing on the Elk River Milling District as it once was and is now, including: · The cultural resource review files of the State Historic Preservation Office · The written histories of Elk River in local, regional and state publications · The archives and cartographic holdings of the Minnesota Historical Society · The archives and cartographic holdings of the Sherburne County Historical Society · Special collections holdings of the Minneapolis Grain Exchange · Special collections holdings of the Minnesota and National Grange Societies · Map all recorded archaeological sites in Elk River · Map archaeological sensitive areas using identified criteria These extensive resources will permit the project manager to determine original placement of historic standing commercial and residential structures, milling structures, roads, loading docks, wells and cisterns. The sequence of maps will be of particular importance to the archaeological site modeling effort, and it is the intention that a complete map inventory--territorial, plat, and highway--be prepared. We will also draft an overview of Elk River's milling history and develop a reference bibliography. Site Visit and Field Survey The project team will visit Elk River in order to become familiar with its layout and to experience its landscape first hand. The project archaeologist will provide the city of Elk River with one week of pro bono services in order to filed test the archaeological sensitivity model. Preparation of Deliverables The following products will be delivered to the City of Elk River. 1) City of Elk River Archaeological Sensitivity Map. 2) A final report consisting of a description of the research methodology, records review, historical overview, and management recommendations. The Research Historian will provide two pro bono gifts for the City of Elk River: annotated cartographic and photographic inventories, essentially acting as catalogues of all known map and photograph holdings of the City of Elk River in public collections; and suggestions for the creation of an illustrated published history of Elk River as a principal milling town on the Mississippi River. All historical and field data, photographic negatives, slides, and prints, photocopies, etc. collected during the course of the project will be delivered to Elk River upon completion of the study.
