ACTION REQUESTED
Adopt attached resolution to reallocate funds and authorize staff to fill a seasonal wastewater laborer
position.
BACKGROUND/DISCUSSION
During the 2012 budget review sessions, Chief Wastewater Operator Gary Leirmoe reviewed a seasonal
laborer position to work on the jetting crew. Like all positions listed but not approved, this was to be
reviewed and recommended from the City Administrator to the Council. City Administrator Cal Portner
recommends filling this seasonal position.
The seasonal laborer will work directly with full-time wastewater staff to clean the city's sanitary sewer
lines. This position will work for 11 weeks beginning in early June through mid-August.
The Wastewater Division has had this position in the past but felt that they could manage without it
when the full-time labor position was created and filled in 2007. Due to changing the full-time laborer
position to a maintenance operator position in 2008 and continued increased workload, it is necessary to
again fill this seasonal position.
FINANCIAL IMPACT
The estimated cost for the seasonal laborer position is $4,800 and will be funded out of the Wastewater
Treatment Budget. A budget amendment from the Equipment Repair and Maintenance service line item
can be reallocated to Personal Service -part-time pay for this seasonal position. There is no additional
impact from filling this position.

RESOLUTION 12-
A RESOLUTION OF THE CITY OF ELK RIVER
A RESOLUTION AMENDING WASTEWATER TREATMENT BUDGET
WHEREAS, the Ciry Council on April 2, 2012, approved filling the seasonal wastewater
laborer position; and
WHEREAS, the funds associated fox this position are available in the Wastewater
Treatment Budget; and
WHEREAS, the City Council has reviewed and approved the proposed 2012 budget
amendment; and
WHEREAS, the balance available in the Equipment Repair and Maintenance Services in
the Wastewater Treatment Plant budget is $17,000.
NOW, THEREFORE, BE IT RESOLVED that a budget amendment in the amount of
$4,800 is approved for the Wastewater Treatment Plant Budget, and further, that funding is
to come from a reallocation of line items in the Wastewater Treatment Plant Budget.
