BACKGROUND/DISCUSSION City Hall was originally built in 1993 then remodeled in 2003. When the building was remodeled, most of the heating and cooling system was not changed and the building was never commissioned. Commissioning is the process of assuring that all systems and components of a building are designed, installed, tested, and operating properly. During this process, the engineers will check, inspect, and test all the building components listed in the scope of work supplied to the contractor by city staff. Upon completion they will develop a report of the findings, which building maintenance staff can then use to make necessary repairs, replacements, or adjustments to equipment to insure that all systems are operating properly and as efficient as possible. Staff obtained four proposals for this project: DLR Group $58,425 KFI Engineers $24,000 IEA $20,250 Hallberg Engineering $17,400 Based on discussions with Hallberg, staff is confident that they are capable of doing the study. FINANCIAL IMPACT The 2012 Capital Improvement Plan (Government Building Fund) included funds in the amount of $15,000 for the recommissioning project. ERMU has indicated a rebate for 50 percent of the project cost of the study. After the rebate from ERMU the net cost will be $8,700, which is within the budget allocated. We are excited about this opportunity and have the experienced staff to provide the City of Elk River with the desired results. Hallberg Engineering, Inc. (HEI) is a member of the Building Commissioning Association (BCA) and the AABC Commissioning Group (ACG), and our HVAC commissioning agents are certified ACG Commissioning Authorities (CxA). The certification demonstrates the CXA'S education, knowledge, and technical expertise in the commissioning process. HEI is also a member of the U.S. Green Building Council and has several LEED® Accredited Professionals (AP) among its staff. Members of HEI's commissioning staff are also members of the American Society of Heating, Refrigerating, and Air-Conditioning Engineers (ASHRAE). Throughout the fast 13 years of performing commissioning, we have continually developed efficient commissioning documentation to communicate our reviews, observations, test results, and deficiency resolutions. On each project, the HEI project manager strives to meet budgets, schedules, and commissioning agent tasks to meet the owner's project requirements. We find that open communication between HEI and each project team member is the most efficient manner to promote an organized and successful project throughout the commissioning process. It is our understanding that the general description of the scope of work includes recommissioning of the 45,195 square foot City Hall administration building and the five stall garage. Systems include the HVAC systems, temperature control/BAS system, and garage lighting. This proposal represents our entire understanding of the project based on your email dated January 26, 2012 and its attached Scope of Work. The city is looking into co-funding from the local utility company. The city hall facility measures 45,195 square feet not including the five-stall garage. Building owners are under enormous pressure to reduce energy costs while maintaining a healthy working environment for all building occupants. Throughout the recommissioning process, HEI will work with the recommissioning team to determine the best solutions to provide the city of Elk River with a working, comfortable, and energy efficient building. TEAMWORK Our philosophy is to work with the city of Elk River in a harmonious manner to facilitate the recommissioning process. We understand the owner's intent, and we feel that close contact with all team members throughout the process is very important to the success of this project. To achieve our goals through teamwork, we would recommend contact with the owner to discuss progress, tasks, and current issues. Through regular contact, the district will be able to observe the progress of the recommissioning process and give their input on maintaining the desired intent of the recommissioning study. SUCCESSFUL PROJECT A recommissioning project is successful only if the owner's intent of the recommissioning process was accomplished and the owner received a study that when implemented provided an improved environment for its occupants. HEI accomplishes this by providing experienced and energetic team members who are able to work with the district to meet their goals. TECHNOLOGY HEI's commissioning agents are experienced with both the latest design concepts and operational methods and are familiar with the many different brands of building automation systems. Each agent is armed with state-of-the-art equipment and resources. If there are protracted delays for reasons beyond our control that prolong the project schedule past December 31, 2013, we would expect to renegotiate with the client the basis for our compensation in order to take into consideration changes in price indices and pay scales applicable to the period when services are in fact being rendered. HOURLY BILLING RATES Sr. Project Manager $165/hour Project Engineer/Sr. Project Designer/commissioning Agent $1 15/hour Engineer/Staff Designer/Project Administrator $90/hour Clerical $70/hour Invoices will be issued monthly, with payment due upon receipt. On all unpaid balances older than 30 days, interest will accrue at 1.5% per month until unpaid balances are paid in full. In recognition of the relative risks of the client and the engineer on the project, the client agrees, to the extent permitted by law, that the engineer's liability to the client for any errors, acts, omissions, negligence, or breaches of the agreement, shall be limited to $50,000 or the engineer's fee, whichever is greater.
