Consider request from the Elk River Area Arts Alliance to utilize the HRA parking lot for their summer
2012 ArtSoup event.
BACKGROUND/DISCUSSION
ArtSoup is a festival which highlights. art in all its forms. Art will be shown from local and regional artists
through exhibits and performances will be given by musicians, dancers and theater groups on the stage in
.River's Edge Commons and throughout the downtown. area.
The Elk River Area Arts Alliance (ERA.A_A) is asking the HRA grant permission to use the area of 716. &
720 Main Street. for one or two. of their tents to house exhibits for the festival. ArtSoup will take place on
Saturday, June 16. The construction of the HRA parking lot is anticipated to be complete by Thursday,
June 28. The ERAAA will have a plan B should .the lot not be complete by June 16.
The HRA may authorize use of the lot, provided that the lot is deemed complete/usable by the Elk River
Building Official for the event on June 1b.

Good morning Annie,
The Arts Alliance would like to request the HRA grant permission to use the recently created parking lot as a location for
one or two of the tents housing exhibits and activities during the ArtSoup Festival.
The actual layout of the area depends on the final design of the lot.
ArtSoup, as you know, is a festival highlighting the arts in all its forms. We expect to have over 40 artists displaying their
work in booths along Main Stand Jackson Ave. which would be closed to traffic during the festival. Some of the artists
will be demonstrating their technique. Local and regional artists will also show their work in an exhibition that is juried
by qualified judges and awards will be given to the best works.
There will also be performances by local and regional musicians, dance and theater groups on the stage at Riverside Park
and throughout the downtown area.
In the large tent we hope to set up in the HRA lot, Community Education will be hosting art activities for kids. There will
also be space for other community arts groups to demonstrate and promote their programs.
Restaurants downtown will again offer a variety of food choices in and outside their establishments during the festival.
If the new lot is not available for the festival the possible options are to set up the larger tents in one of the other city
lots as has been done in the past or on of the closed streets.
These are not preferred due to issues of setup /takedown timing and disruption of parking for the businesses and traffic
before and after the festival.
