2. Council motion adopting resolution establishing precincts and polling places.
BACKGROUND /DISCUSSION
At the March 19 meeting, Council reviewed ward boundaries and adopted an option. Ward boundaries
must be adopted by ordinance and the precinct lines and polling locations should be adopted by
resolution.
Precincts are used for organizing and administering elections. Precinct lines must follow census block
lines and clearly visible physical features, such as street and rivers, but they don't need to meet the equal
population requirement.

CITY OF ELK RIVER
AN ORDINANCE OF THE CITY OF ELK RIVER
OF THE ELK RIVER, MINNESOTA, CITY CODE, ESTABLISHING NEW
WARD BOUNDARIES FOR THE CITY OF ELK RIVER
The City Council of the City of Elk River does hereby ordain as follows:
Section 1. City Ward Boundaries
The City of Elk River shall be composed of, and hereby is divided into four wards, and may
be further divided into precincts as approved by resolution of the City Council, for purposes
of all elections conducted within the City of Elk River shown on the attached map and
described below:
a. Ward
All that property within the corporate limits of the City lying within the following
described boundary:
Beginning at the intersection of the Zebulon Street alignment (western corporate
boundary) and the Mississippi River, then proceeding north along the western corporate
boundary of the City of Elk River to the intersection of said corporate boundary with
the BNSF Railroad, thence east along the centerline of the BNSF Railroad to Ogden
Street, thence north along the centerline of Ogden Street to 196th Avenue, thence east
along the centerline of 196th Avenue to Lander Street, thence north along the centerline
of Lander Street to County Road 32, thence east along the centerline of County Road 32
to County Road 1, thence south and east along the centerline of County Road 1 to
County Road 44, thence south and east along the center line of County Road 44 to U.S.
Highway 10, thence east along the centerline of U.S. Highway 10 to Rush Avenue,
thence south along the centerline of Rush Avenue to Main Street, thence east along the
centerline of Main Street to the Wright County Road 42 Bridge (also known as Parrish
Avenue), thence south on the Wright County Road 42 Bridge to the Mississippi River,
thence west along the Mississippi River to the point of beginning.
b. Ward 2
All that property within the corporate limits of the City lying within the following
described boundary:
Beginning at the intersection of the Zebulon Street alignment (western corporate
boundary) and the BNSV Railroad, then proceeding north along the western corporate

and the 2291h Street Alignment (northern corporate boundary), thence east along the

Beginning at the intersection of Wright County Road 42 (Parrish Avenue) Bridge and the
Mississippi River then proceeding north to Main Street, thence east along the centerline
of Main Street to County Road 12, thence south and east along the center line of County
Road 12 to County Road 13, thence north and east along the centerline of County Road
13 to the Jarvis Street alignment (eastern corporate boundary), thence south along the
eastern corporate boundary to the Mississippi River, thence north and west along the
Mississippi River to the point of beginning.
Section 2. That this ordinance shall be published.
Section 3. That per MS 205.84, subd. (2) this ordinance shall become effective on
August 14, 2012, the date of the State Primary Election.
Passed and adopted by the City Council of the City of Elk River this 2nd day of
April, 2012.

RESOLUTION 12-
A RESOLUTION OF THE CITY OF ELK RIVER
A RESOLUTION ESTABLISHING PRECINCTS AND POLLING PLACES
WHEREAS, the legislature of the State of Minnesota has been redistricted; and
WHEREAS, Minnesota Statute Section 204B.14, subd. 3(d) requires that precinct
boundaries must be reestablished within 60 days of when the legislature has been redistricted
or at least 19 weeks before the state primary election, whichever comes first.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Elk
River, County of Sherburne, State of Minnesota hereby establishes the
boundaries of the voting precincts and polling places as shown on the
attached map and described as follows:
Precinct IA: City Hall, 13065 Orono Parkway
That part of Ward 1 lying generally south of the following described line:
Beginning at the intersection of U.S. Highway 10 and Zebulon Street (westerly corporate
boundary) thence east along the centerline of U.S. Highway 10 to the east shore of Lake
Orono, thence south and east along the easterly shore of Lake Orono and the Elk River,
following the east shore until it terminates at the Mississippi River.
Precinct I B: United Methodist Church, 1304 Main Street
That part of Ward I lying generally north of the following described line:
Beginning at the intersection of U.S. Highway 10 and Zebulon Street (westerly corporate
boundary) thence east along the centerline of U.S. Highway 10 to the east shore of Lake
Orono, thence south and east along the easterly shore of Lake Orono and the Elk River,
following the east shore until it terminates at the Mississippi River.
Precinct 2A: River of Life Church, 21695 Elk Lake Road
That part of Ward 2 lying generally north and west of the following described line:
Beginning at the intersection of County Road 13 and County Road 33 (209rh Avenue), thence
