Council motion adopting ordinance establishing new ward boundaries for the city. 2. Council motion adopting resolution establishing precincts and polling places. BACKGROUND /DISCUSSION At the March 19 meeting, Council reviewed ward boundaries and adopted an option. Ward boundaries must be adopted by ordinance and the precinct lines and polling locations should be adopted by resolution. Precincts are used for organizing and administering elections. Precinct lines must follow census block lines and clearly visible physical features, such as street and rivers, but they don't need to meet the equal population requirement. City Ward Boundaries The City of Elk River shall be composed of, and hereby is divided into four wards, and may be further divided into precincts as approved by resolution of the City Council, for purposes of all elections conducted within the City of Elk River shown on the attached map and described below: a.
