Pursuant to due call and notice thereof, the meeting of the Elk River Parks and Recreation Commission was called to order at 6:30 p.m by Chair Anderson. Consider October 12, 2011 Parks & Recreation Commission Agenda Commissioner Anderson introduced Michael Hecker the new Parks and Recreation Director and welcomed rum to the Conuivssion. Planner/Park Planner, C1uis Leeseberg added Power Line Update to Item l0.Other Business. MOVED BY COMMISSIONER NYSTROM AND SECONDED BY COMMISSIONER PETERSON TO APPROVE THE OCTOBER 12, 2011 PARKS & RECREATION COMMISSION AGENDA WITH REQUESTED CHANGES. MOTION CARRIED 6-0. 3. Consider Minutes of September 14, 2011 Parks & Recreation Conunission Meeting MOVED BY COMMISSIONER NYSTROM AND SECONDED BY COMMISSIONER KARLSEN TO APPROVE THE SEPTEMBER 14, 2011 PARKS AND RECREATION COMMISSION MEETING MINUTES. MOTION CARRIED G-0. Pazk & Recreation Commission Minutes Page 2 October 12, 2011 4. Open Mike -None 5. Volunteer of the Month Recreation Manager, Steve Benoit presented Ann Johnson as the Volunteer of the Month. 6. Recreation Manager's Report -Steve Benoit Recreation Manager, Steve Benoit shared the Elk River Senior Center report. Mr. Benoit reported that fall programs have started and the use of the YMCA gymnasium has increased Mr. Benoit also shared that the recreation staff will be moving offices from Lions Park Center to City Hall on Ckt. 13 and C~ct. 14. 7. Action/Discussion Items 7.1. Policv Issues 7.1.A. Bank of Elk River Sponsorship Program Recreation Manager, Steve Benoit outlined the Bank of Elk River Sponsorship program and asked the Parks and Recreation Commission to support staff in requesting $14,000 from The Bank of Elk River as a contribution for community events. Mr. Benoit shared the following additional benefits to the past sponsorship arrangement. Fast, a dedication plaque recognizing The Bank of Elk River in sponsoring the Riverfront Concerts in the downtown park; second, consider moving the Farmer's Market from the Westbound Liquor store parking lot to downtown near The Bank of Elk River. Third, The Bank of Elk River logo would be added to youth league program t-shins along with "Proud Sponsor" above the logo and lastly, The Bank of Elk River would like the recreation department to offer a new program of Geocaching. This program would enhance the "Powered by Nature" brand that would bring benefit to the community by using technologyand combining it with the outdoors. Commissioner Peterson asked who would do the maintenance of the Geocaching caches. Mr. Benoit shared that the Parks and Recreation staff would maintain the caches. Mayor Dietz asked if the Farmer's Market would still be held on Thursday evenings due to the crowds. Park & Recreation Commission Minutes Page 3 October 12, 2011 ------------------------------------ Mr. Benoit stated that staff will be working with the planning department to determine the best location based on logistics of downtown traffic. MOVED BY COMMISSIONER NYSTROM AND SECONDED BY COMMISSIONER AHLNESS TO RECOMMEND TO CITY COUNCIL TO ACCEPT STAFF REQUEST SUPPORTING THE ADDITIONAL BANK OF ELK RIVER SPONSORSHIP BENEFITS ALONG WITH WORKING WITH PLANNING DEPARTMENT TO DETERMINE THE BEST LOCATION. MOTION CARRIED 6-0. 7.1.B. Review of Park Dedication for th~reliminarv and final Plats for the plat of Jabez Planner/Park Planner Clu-is Leeseberg shared that staff recommends that the Parks and Recreation Comnussion recommend approval of park dedication to be paid in the form of cash with the following conditions: 1. Park dedication fee shall be paid for 8.05 acres and at the rate applicable at the time the Final Plat is released for recording. (Currently, this figure is $58,748.90, or $7,298 for 8.05 acres) 2. Park dedication for Outlots A and B shall be paid at the time those lots are platted and at the rate applicable at the time they are released for recording. Mr. Leeseberg shared that the applicant is requesting prelimuiary and final plat for the Plat of Jabez, which was approved in 2006 but allowed to expire. The applicants propose no changes to the plat. Mayor Dietz clarified that if this park dedication fee were paid would that money be available for current projects. Mr. Leeseberg stated that the money would be available once deposited. Commissioner Karlsen asked what the conditional use pemut was for. Mr. Leeseberg explained that it would be for the expansion of the dealezship. Commissioner Niziolek shared his concern about why the preliminary and final plat went from 17.73 acres down to 8.05 and is apprehensive to support it without and explanation to why. Commissioner Anderson stated that the past council may have had a logical reason to reducing the amount of land. Mayor Dietz shared that the past council minutes were not clear as to how the number was decided. Pazk & Recreation Commission Minutes October 12, 2011 Page 4 MOVED BY COMMISSIONER NIZIOLEK AND SECONDED BY COMMISSIONER ANDERSON TO RECOMMEND CITY COUNCIL TAKE PARK DEDICATION AT 17.73 ACRES. Commissioner Niziolek shared that he thought it was imperative that the commission support the 17.73 acres for the community. The park dedication money will benefit the community; the city council can than make the decision to back off if they want to. Commissioner Peterson expressed that it would be in their best interest to wait for more data on how the acreage presented was amved at. Commissioner Niziolek shared that he thought it was important to make a strong statement and it would be setting a precedent. Commissioner Niziolekwithdrew his first motion. MOVED BY COMMISSIONER NYSTROM AND SECONDED BY COMMISSIONER KARLSEN TO TABLE THE DISCUSSION UNTIL THE NOVEMBER MEETING. MOTION CARRIED 6-0. 8. Information/Update Items 8.1. Community Events -None 8.2. Park/Program I-Iiehliehts Parks Supervisor, Rodney Schreifels presented recently completed park projects. Recreation Manager, Steve Benoit shared that the 12`h annual Fright Night will be held at Lions Park on Saturday, October 22°d from 6-9pm. 8.3. Bailey Point Update Recreation Manager, Steve Benoit shared that the city had received the DNR grant for the acquisition funding of the Bailey Point property. Recreation and Parks Director, Michael Hecker shared that there are conditions from the land trust if the grant is accepted that will dictate what type of requirements there will be when developing Bailey Point into a park Staff will be working with the Land Trust and DNR and will bring the city council in November. Other Business Planner/Park Planner Cluis Leeseberg shared an update regarding the clearing of trees and undergrowth in Hillside Park within the power line easement. Commissioner KarLsen stated that as a frequent user of I~illside Park there is a major difference in how the park looks and that many paths were gone after the clearing took place. Commissioner Anderson spoke about the lines of communication between entities and that it would be courteous to contact the city regarding the clearing and to work with our staff. Conuiilssioner Niziolek commended the volunteer user group for their passion and bringing this issue to their attention. i 1.
