Staff recommends the Parks and Recreation Commission support the improvements and monetary
donations from the Trott Brook Fam3s Homeowners Association for a basketball court, court lighting
and a drinking fountain at Trott Brook Farms Park.
BACKGROUND/DISCUSSION
The past two years the Trout Brook Farms Home Association has been discussing improvements with
monetary donations that they would like to make to the Trott Brook Farms Park. The discussion has
included trails, athletic fields, hockey rinks and a basketball court. Ckr February 9`h the Homeowners
Association President, Sean Theisen, met with Rodney Schreifels and Michael Hecker to discuss the
possibility of installing afull-size basketball coact. The Homeowners Board is a total of five members.
The discussion lead to on site meeting about a week later at Trott Brook Farms Park for logistics. It was
decided to get estimates for a full size 60'X94' basketball court, with two basketball standards, green
surface with white lines painted for a full size court, hopscotch, and forusquare. There was also
discussion to get quotes for lighting, fencing, and a drinking fountain.
Rodney received three quotes from proven contractors, Court Surfaces and Repair Inc: Ham Lake, MIV,
Surface Pro-St. Francis, MN, and Upper Midwest Athletic Construction-Anoka, MN. All three quotes
where given the exact same requirements. Upper Midwest Athletic Construction did not submit a
complete updated quote. These quotes include the contractor doing all work, which is complete
excavation of existing clay soil, proper sub base and drainage, asphalt, green surface with lines, 125' of
black fencing, and installing the basketball standards.

These quotes include the $6,346 cost of installing two high qualityBison basketball standards. We found
that the City can purchase the standards at a lower price than the contractors.

Rodney obtained two quotes for lighting the basketball coon from two local Elk River electrical
contractors Rike-Lee Electric and H'ipsag Electric. Hipsag Electric had the lower quote.

All light fixtures are the same from each contractor and will match the existing tennis coup lights. We
also obtained pricing from Most Dependable Fountains for two different styles of fountains. Both
fountain quotes included ADA compliant fountains. Two level fountain $3,165.00 Single level fountain
$2,823.00
The Association voted to construct the basketball courts for $42,000. Theywould like to see the
construction begin later this month. Staff is recommending the Commission support the monetary
donations for a basketball coon at Trott Brook Farms Park Ptnsuant to Minnesota State Statutes
requires that donations be approved byCityCouncil bya 2/3 majorityvote.
Staff is also recommending the Commission support the monetary donations for lighting of the
basketball court and a drinking fountain for $20,000. This will be completed at a later date when the
funds become available by June.
