RE: BOSTON STREET FEASIBILITY STUDY
Dear Mr. Klaers:
As directed by the City Council at their last regularly scheduled meeting, I have revised the
assessment portion of the Boston Street Feasibility Study. As you are aware, the financing
section of the Feasibility Study recommends that two of the parcels be assessed two (2) units
each. The change I have made in the assessments is that the street for both of these units is
assessed immediately along with the sewer and water for one of the units. The sewer and
water for the second unit is proposed to be deferred. I have calculated the cost of this street
assessment per unit to be $4,500. Therefore, the deferral for each of these units for the sewer
and water results in $6,154 for a total of $12,300. This results in a total deferral for this
proposed project of approximately 26%%.
Attached are amended copies of the Feasibility Study and a Resolution for the City Council's
consideration. The Resolution will accept the Feasibility Study and order the public hearing for
this project. I have tentatively set the public hearing date as April 6, 1998.

A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION RECEIVING THE FEASIBILITY REPORT
AND ORDERING A PUBLIC HEARING ON THE
IMPROVEMENT IN THE MATTER OF THE BOSTON STREET
IMPROVEMENT OF 1998
WHEREAS,
WHEREAS,
the Feasibility Report ordered by the Council in Resolution 97-77 has been
prepared with reference to the Boston Street improvement and was received by the
City on March 16, 1998; and
the Feasibility Report recommends that the proposed improvement is feasible;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:

The City Council will consider the Boston Street improvement as described in the
Feasibility Report and the assessment of the property abutting this proposed improvement
for all or a portion of the cost of the improvement pursuant to Minnesota Statutes, Section
429 at an estimated total cost for the improvement of $58,600.
A public hearing shall be held before the City Council on the proposed improvement on
the 6th day of April, 1998, at 6:00 o'clock p.m. at Elk River City Hall.
The City Clerk shall provide two published notices (one week apart) in the official
newspaper with at least three days between the last publication date and the hearing, and
mailed notice ten days prior to the hearing as required by law.
