ACTION REQUESTED
Adopt the attached resolution acknowledging the $61,341 monetary donation from the Trout Brook
Farms Homeowners Association pursuant to Minnesota State Statute X465.03. Statute requires that
resolutions for donations are adopted by a 2/3 majority vote.
BACKGROUND/DISCUSSION
For the past two years, the Trout Brook Farms Homeowners Association has been discussing
improvements with monetary donations that they would like to make to the Trott Brook Farms Park. On
February 9, the Homeowners Association President, Sean Theisen, met with Rodney Schreifels and
Michael Hecker to discuss the possibility of installing afull-size basketball court.
After some discussion at the park site between city staff and the association board, it was decided to get
estimates for a full size 60'X94' basketball court, with two basketball standards, green surface with white
lines painted for a full size court, hopscotch, and foursquare. There was also discussion to get quotes for
lighting, fencing, and a drinking fountain.
Parks Supervisor Rodney Schreifels received. three quotes from proven contractors: Court Surfaces and
Repair Inc., Surface Pro, and Upper Midwest Athletic Construction. All three quotes where given the
exact same requirements. These quotes include the contractor doing all work, which is complete
excavation of existing clay soil, proper sub base and drainage, asphalt, green surface with lines, 125' of
black fencing, and installing the basketball standards. The quotes came in as follows:
Court Surfaces and Repair Inc. - $41,491.00
Surface Pro - $47,447.00
Upper Midwest Athletic Construction - $46,303.00
These quotes include the $6,346 cost of installing two high quality Bison basketball standards.
Rodney obtained two quotes for lighting the basketball court from two local Elk River electrical
contractors:
Hipsag Electric - $16,650.00 includes six light fixtures
Rike-Lee Electric - $16,525.00 includes four light fixtures

All light fixtures are the same from each contractor and will match the existing tennis court lights. We
also obtained pricing from Most Dependable Fountains for two different styles of ADA complaint
fountains.
Total amount to complete the basketball court project follows:
$41,491 (Construction of basketball court + standards + fence)
$16,650 (6 light fixtures)
$3,200 (water fountain)
$61,341 Total
This project and donation to the city was unanimously approved by the homeowners association on April
7. The basketball court project was discussed and the monetary donation was unanimously approved at
the Apri111 Park and Recreation Commission Meeting. City staff will oversee the construction of this
project. A member from the homeowners association board will be present at the April 16 City Council
meeting.
FINANCIAL IMPACT
A $61,341 contribution was received from Trout Brook Farms Homeowners Association for the
construction of a basketball court including standards, fencing, lights, and a water fountain at the Trott
Brook Farms Park.

RESOLUTION ACKNOWLEDGING
CONTRIBUTIONS FROM THE TROUT BROOK HOMEOWNERS
ASSOCIATION TO THE
CITY OF ELK RIVER
WHEREAS, the City of Elk River is grateful to all civic groups, organizations, and
individuals for their contributions to the community; and
WHEREAS, the City of Elk River received a $61,341 donation from Trout Brook Farms
Homeowners Association with the intent it be used by the Elk River Parks and Recreation
Department towards the installation and construction of a basketball court including
standards, fencing, lights, and a water fountain at the Trott Brook Farms Park.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
by at least atwo-thirds vote, to acknowledge the support and commend Trout Brook Farms
Homeowners Association for their donation.
Passed and adopted by the City Council of the City of Elk River this 16`" day of Apri12012.
