5.2011 Financial Update / 2012 Arena Budget
Attached for your review is the budget information for the years 2009 - 2012. Tim
Simon, the city's Finance Director, will be in attendance to discuss in detail the 2011
final budget numbers.
6. Value Engineering Study's for the Arena
I have been working with the engineers that are performing the value engineering studies
to get their reports by the Arena Commission meeting. Unfortunately at the time of the
mailing of the packet I do not have all the studies in hand and the studies I do have I just
received and have not fully read them. I will have my comments ready by the time of the
meeting on Tuesday.
Along with these studies I have included abreak -out of costs and expenditures between
the Bam and the Olympic rink using the budget numbers for 2011. I excluded the capital
improvements to provide the operations of each rink however I have included the ten
Year Capital Improvement work sheet that was developed in the spring of 2011 to give
an idea of the improvements to be performed over the next decade.
7. Ice Rates
Last season the Arena Commission raised the hourly primetime ice rate to $180.00 an
hour. Attached for your review are projected hourly prime time ice rates for the 2012
- 2013 season from neighboring Arenas.

8. Outside Bam~ers
Last month I received a quote for the outside banner from Franklin Outdoor
Advertising for the price of $500.00 each, which includes the hardware for the
installation of materials. The installation itself would be an estimate of $1,400.00,
which includes the installation of four banners and the removal of the existing three.
Cal Portner, the City Administrator, suggested to help pay for the banners we
possibly could allow the Economic Development Authority, (E.D.A.) advertise their
"Power By Nature" campaign on the banners. This led me to think that if we could
find an advertiser for each banner we could possibly pay for the replacement of each
banner now, as well as pay for the next set of banners that will be needed in four
years when the banners need to be replaced.
Even if we could receive $1,000 a year for each banner, which I believe is low, we
would receive well above the cost of replacing the banners and would generate
revenue for future banners and other general needs. I have attached a copy of a
banner that shows how the advertising would look.
With Commission approval, I would like to move forward with this proposal to the
city staff, to make sure we are not violating any city codes, and to the city council for
final approval.
9. Staff Updates
A. Hiring process for the Lead Arena Worker
By Tuesday, April 17`h a decision will have been made regarding an offer to the
selected candidate for this position. However, city council is the only one that has the
authority to hire, so the position cannot be officially filled until the next council
meeting in May.

Roof Executive Summary:
Roof Area D & E consists of metal panels with insulation boards adhered to the underside and spray coated
installed in 1971 (Area D) and 1997 (Area E). The metal roofs are in good physical condition with small
areas of minor surface rust. A few of these areas have been painted. We believe that the existing metal roofs
can last another 15-20 years with recommended permanent repairs and do not have to be replaced.

Some of the fasteners have rusted,
including the underlying metal panel. This
condition was most prevelant on the West
elevation. The fasteners should be removed
and the metal panel primed and painted
and a new screw through neoprene washer
installed.

Some of the metal panels received physical
damage, distorting the metal. The metal
panels should be monitored if no leakage is

Leak Investigation:
After performing a visual inspection of the roof, we performed a leak investigation at an active leak location
to determine the cause of water infiltration into building space and ice arena below. The majority of leakage
was occurring along the ridge at multiple locations. The following is a summary of our observations and
findings:

We sprayed water using a spray bar at an angle
near the ridge cap onto the metal panels to
simulate wind driven rain.
Leakage occurred immediately with water
dripping onto the ice adjacent to the west goal.
This was an area that has been very active with
recent leakage.

Leak Investigation Summary:
Based on our observations and water testing, the primary cause of leakage occurring along the ridge of the
1971 ice arena is due to the open gaps between the foam closure piece and metal panels at the ridge cap. The
previous attempts to stop the leakage by sealing around the foam closure piece and extending out the ridge
cap have failed. Other leakage may be associated with sealant failure at the metal seams and/or fasteners.
The metal roofs are in good physical condition with small areas of minor surface rust. A few of these areas
have been painted. We believe that the existing metal roofs can last another 15-20 years with recommended
permanent repairs and do not have to be replaced. We recommend performing long term repairs which
include removing the sealant from the roof fasteners, sealing the existing seams at the metal laps between
panels, installing spray foam at the ridge cap and eves to seal between the ridge cap and metal panels and
the metal panels and walls at the eves, and install an Elastomeric Roofing Membrane over the entire metal
roof area. This should extend the expected life of the building an additional 15-20 years with periodic
maintenance.
SBEC has recommended and performed these repairs on similar roofs and have been very successful in
extending the service life of the existing metal roofs and saving the owners substantial amounts of money.
The Transportation Building in Eden Prairie had the same repairs completed in 2005 and is continuing to
perform without any issues and is expected to perform as intended for many years to come.
Some of the water issues may stem from condensation due to occupancy, air flow and existing mechanical
systems. Our review does not include a study of the existing mechanical systems. These issues should be
looked at after the roof repairs have been completed to separate the water infiltration due to the roof itself,
and possible condensation issues.
Based on our observations and water test, we believe a large portion of water infiltration is related to the
performance of the existing roof components and repairs should reduce the moisture issues significantly
with completed repairs.
Remarks:
This is a summary of our visual inspection of the roof and wall systems on the 1971 original ice arena
building. We recommend repairing the defects identified in the above report and to perform roof inspections
once a year to extend the life of the roof systems. SBEC is currently obtaining estimated costs to perform
repairs on the defects identified. We will forward the cost estimates once we receive them and will meet
with the City of Elk River to go over the repair costs and discuss possible repair scopes and phased roof
repairs if necessary.

building. The Barn was built in 1971 and the Olympic size rink building was built in 1997. Both rinks
are open 7 days a week for about 14 to 18 hours a day between September and March. During the
summer the Barn Rink is shut down while the other sheet of ice is operating during the week for about 12
hours a day. Both sheets of ice are maintained between 19° F and 20° F and get turned down to 17 '/z° F
for events and are resurfaced by electric Zambonis and edgers that have rechargeable wet cell batteries.
Both buildings have a dry fire protection system.
Barn Mechanical Systems
This building currently does not have any ventilation air (outdoor air) with the exception of building
infiltration or if the building wall exhaust is activated. The rink has a Dectron dehumidification unit
hung from the structure and the bleachers have one (1) strip of gas fired radiant heat controlled by a dollar
validator machine that the spectators can turn on by inserting dollars. The locker room areas are served
by a gas fired condensing furnace that does not receive outside air. The Zamboni room is heated by gas
fired unit heaters and is not ventilated. The ice plant has an electric heater in it and does not have a code
required Feron evacuation system.
Olympic Size Rink
The rink is ventilated and dehumidified by a Munters Dry Cool AM30GG unit that was installed in 1999.
This unit has a desiccant wheel that removes humidity from the rink air and is reactivated by a modulating
gas burner. It also has an energy recovery enthalpy wheel. The spectator stands have gas fired radiant
heaters that are controlled by a dollar validator machine that the spectators can turn on by inserting
dollars. The lobby, concession, snack, office and toilet room areas are served by a gas fired rooftop unit
with DX mechanical cooling. This unit brings in ventilation/make-up air for the toilet exhaust and
occupants. The locker room area has in floor radiant heat served by high efficiency boilers that were
installed in 2009. Ventilation for these spaces is supplied by a gas fire 100% make-up air unit that
supplies air to the space and is relieved out of gooseneck ducts on the roof. The ice plant room has a gas
fired unit heater and a Feron evacuation system consisting of outdoor air intake exhaust fan and Feron
sensor controller by an outdoor air intake and exhaust fan. The rink Managers office on the upper level is
heated, ventilated and cooled by a fan coil unit that supplies air from the rink to the office and air is
reheated as required by an electric duct coil.
Barn Mechanical Deficiencies and Recommendations
Note: The following recommendations are assuming that the building envelope issues will be
addressed.
1. The rink and spectator area does not meet current indoor air quality code because no outdoor air
is being supplied to the space. The Dectron dehumidification unit is under sized for the space and
year round operation. As it gets warmer outside the humidity levels raise and the space becomes
foggy. The higher humidity levels have also caused damage to the building envelope.
Recommendation: Provide a dehumidification unit similar to the Munters unit sized for the
smaller rink. This will provide dehumidification and outdoor air that is required by code.

Roof Executive Summary:
Roof Areas A, B, C, F & G consist of a fully adhered single ply "EPDM" roof system with tapered
insulation installed in 1997. Drainage on all roof areas is accomplished with interior drains and/or
scuppers. The roofs are generally in fair condition and have many high level deficiencies that will or have
let water into the roof system or building interior. These defects should be repaired immediately by a
qualified roofing contractor to minimize the potential of further water infiltration. These roofs should
perform as intended for another 5 + years with annual roof repairs.
Roof Areas D & E consist of a metal roof installed in 1971 (See separate investigation report performed
by SBEC).
Roof Area H consists of a single ply "TPO" roof with tapered insulation. (Roof not included in
investigation). SBEC did observe temporary rubber repairs at the roof scuppers which do not meet
standard roofing practices. The repairs should have been made using "like" materials and properly heat
welded. The "TPO" membrane appears to be adhered to the existing scuppers. The existing scuppers do
not appear to be coated to allow the "TPO" membrane to be properly heat welded to the scuppers. We
were advised that the original roofing contractor had implemented the rubber repairs at the scuppers. The
contractor should return and provide proper heat welded "TPO" repairs at the scuppers at no cost to the
City of Elk River. We also observed some areas where the membrane has become un-adhered at the
perimeter wall. These areas should be monitored to determine if the condition worsens with time. SBEC
would be willing to meet with the original roofing contractor to discuss our findings. See attached
photo's below for reference.

After performing a visual inspection of the roof, we performed leak investigations at multiple locations to
determine the cause of water infiltration into the locker rooms and hallways between the two ice arena
buildings. The majority of leakage was occurring on the North wall of the newer Ice Arena Building. The

12 inches. The sealant at the termination bar is
un-bonded or deteriorated.

We began water testing above locker room 7 by
spraying water onto the roof termination at the
wall. No leakage occurred after 20 minutes of
spraying.

We then proceeded to spray the wall using a
spray bar to simulate rain fall. One of the spray
nozzles focused on a vertical crack in the wall.
Leakage occurred at the head of the door going
into Locker Room 7 within 5 minutes of
spraying. We opened the ceiling access panel
and could see water coming out of a vertical
crack located above the door.

Leak Investigation Summary:
Based on our observations and water testing, the primary cause of leakage occurring along the North wall
of the newer building is due to the vertical cracking in the precast concrete panels. We recommend
performing long term repairs on all vertical cracks along the North elevation above the roof using
appropriate materials and repair procedures. These repairs should also be implemented on the remaining
parts of the building above windows and doors. The sealant in the existing control joints are weathered
and beginning to deteriorate. It may be more cost effective to replace them when doing the crack repair
rather than return in a few years to replace them.
The rubber roof membrane is also surface mounted to the wall using termination bar and sealant. The
sealant is the primary means to stop the water from entering at the termination bar and going behind the
rubber membrane. Much of the sealant is deteriorated or un-bonded which could allow water infiltration
into the building interior. The sealant should be replaced at the termination bar the entire length.
A new reglet should be saw cut at an upward angle into the smooth surface of the concrete panels to
allow a new two piece sheet metal counter-flashing to be installed (see attached detail). This will not only
cover and protect the sealant at the termination bar but it will also allow a simple means to tie into the
new roof in the future when it is replaced.
Remarks:
This is a summary of our visual inspection of the roof systems on the various roof sections of the rubber
EPDM roofs. We recommend repairing the defects identified in the above report and to perform roof
inspections in the spring and fall to extend the life of the roof systems.
